Specialist responsible for outreach and facilitation of placements to meet employment needs of eligible veterans and eligible spouses pursuant to the Disabled Veterans’ Outreach Program (DVOP). Works in partnership with federal, state, and local agencies to provide case‑management services, individual employment plans, and pre‑vocational training.
Responsibilities- Consult with federal, state, and local officials on matters relevant to serving eligible persons as a DVOP.
- Conduct comprehensive assessments and develop individualized employment plans to achieve employment goals.
- Provide individualized case management to veterans and spouses, including group counseling, career planning, and short‑term pre‑vocational services such as skill development and professional conduct training.
- Evaluate community organizations to identify and leverage resources that mitigate individual barriers.
- Coordinate with the VA Intensive Service Coordinator to support Veterans Rehabilitation & Employment (VRE) services.
- Maintain accurate case management records in the Department of Economic Opportunity (DEO) system.
- Review programs, services, forms, and reports for compliance with state and federal regulations.
- Mentor new DVOP specialists, VA Work Study students, and Skill Bridge interns on procedures, forms, and reports.
- Provide outreach to local colleges, technical training centers, apprenticeship programs, and community‑based organizations.
- Knowledge of applicable regulations, Veteran Program Letters, and state/local guidance.
- Knowledge of veteran employment preference laws and re‑employment rights.
- Knowledge of veteran medical service entitlement priorities.
- Proficient use of Microsoft Office applications.
- Basic sales and customer service principles.
- Familiarity with workforce planning and business principles.
- Excellent communication and presentation skills.
- Effective group facilitation and counseling techniques.
- Strong problem‑solving and decision‑making abilities.
- Ability to work independently and prepare detailed reports.
- Understanding of applicable rules, regulations, and policies.
- Level 2 security background screening required.
- First preference to qualified service‑connected disabled veterans, followed by eligible veterans and then qualified persons under 38 U.S.C.
- Required to complete Jobs for Veterans State Grant (JVSG) training within 18 months of hire.
- Must obtain Workforce Professional Tier 1 certification within 1 year.
- Local travel required; applicant must provide own transportation.
Annual salary: $55,000.
