Location: Centro Tular Primera Sección

Ensured full legal and regulatory compliance for foreign trade operations involving chemical products and hydrocarbon derivatives, including proper application of Customs Law, management of SENER permits, execution of virtual operations, and oversight of IMMEX Annex 24 and Annex 31 controls, minimizing legal, tax, and customs risks before regulatory authorities.
Main Responsibilities
Legal and Regulatory Compliance
Strengthened customs compliance by accurately interpreting and applying the Customs Law, its Regulations, and General Foreign Trade Rules, reducing operational deviations and audit findings.
Improved regulatory accuracy by validating Non‐Tariff Regulations and Restrictions (RRNA) for chemical and hydrocarbon products, ensuring 100% adherence during import operations.
Accelerated import approvals through effective management and follow‐up of hydrocarbon import permits with SENER and other authorities, minimizing delays and ensuring uninterrupted supply.
Enhanced compliance efficiency by overseeing foreign trade regulatory processes through the VUCEM platform, improving traceability, and reducing processing errors.
Verify regulatory compliance with the following authorities: SAT / ANAM, SENER, SEMARNAT, COFEPRIS.
IMMEX virtual operations:
Annex 24 & Annex 31
Led the analysis, structuring, and validation of virtual customs operations (V1, V5, and others), ensuring accuracy, compliance, and operational efficiency.
Strengthening the organization's IMMEX compliance framework by overseeing the legal integrity of all virtual operations, minimizing exposure to customs and tax risks.
Established and implemented legal and procedural criteria for the correct transmission, closure, and documentation of virtual operations, standardizing processes across teams.
Mitigated fiscal and customs risks by identifying process deviations and implementing corrective measures, safeguarding certification, and operational continuity.
Directed the proper administration of Annex 24 Inventory Control Systems, ensuring alignment with regulatory requirements and accurate inventory reconciliation.
Ensured compliance of all inventory movements—entries, exits, consumption, waste, scrap, and returns—under IMMEX regulations, reducing discrepancies and audit findings.
Monitored and ensured correct determination of temporary inventory balances and compliance with return deadlines, maintaining program validity.
Verified and strengthened compliance with Annex 31 requirements, supporting certification retention and enhancing traceability.
Proactively prevented risks related to IMMEX program cancellation, tax liabilities, and certification suspensions through improved controls, documentation, and cross‐functional alignment.
Tariff Classification and Legal Opinions
Review and validate tariff classifications from a legal perspective for the opinions issued by Customs – Central Laboratory
Manage inquiries, legal criteria, and advance rulings before the customs authority.
Audit and Procedures
Managed customs audits, electronic reviews, and on‐site inspections, ensuring timely responses and reducing exposure to fines or operational interruptions.
Compiled and maintained comprehensive legal and foreign trade documentation files, strengthening audit readiness and supporting regulatory compliance.
Internal Control
Maintained and updated internal procedures to align with changes in the Customs Law and sector‐specific regulations, ensuring continuous regulatory compliance.
Delivered training to internal teams on legal aspects of foreign trade, hydrocarbons, and virtual operations, strengthening organizational knowledge and reducing compliance risks.
Qualifications and Competencies
Academic Background
Bachelor's degree in law, International Trade, Business Administration, or a related field.
Preferred: specialization or diploma in Customs Law or Foreign Trade.
Proven experience in IMMEX operations and customs regulations.
Experience
4 to 6 years in the legal area of Foreign Trade.
Proven experience in:
Customs Law.
SENER permits (preferred)
Virtual operations and IMMEX
Use of the VUCEM platform.
Experience in the chemical, energy, or regulated industrial sectors (preferred).
Specific Technical Knowledge
Customs Law, Federal Fiscal Code (CFF), and General Rules of Foreign Trade (RGCE).
SENER permits for hydrocarbon imports.
Virtual operations (V1, V5).
IMMEX.
Tariff classification and Non‐Tariff Regulations and Restrictions (RRNA).
Free Trade Agreements.
Incoterms 2020.
NOMs applicable to chemical substances and hazardous materials.
VUCEM and electronic records.
Languages
Advanced English (legal and technical)
