New Hire Experience:

Job Summary:

The Civil Rights Compliance Officer plays an important role in ensuring a fair, respectful, and legally compliant work and learning environment across Mesa Public Schools. This position is responsible for managing Title VI (discrimination on the basis of race, religion, national origin, etc.) and Title IX (discrimination on the basis of sex) compliance and communication, assisting General Counsel in U.S. Department of Education/Office for Civil Rights investigations, assisting Human Resources in complex employee relations investigations, and supporting Human Resources functions related to workplace policies, performance management, and conflict resolution.

Candidates must complete an on-line application which requires a valid IVP Arizona fingerprint clearance card.

Key Responsibilities:

Title IX Compliance, Communication & Investigations
  • Serves as the district’s Title IX Coordinator, ensuring compliance with federal and state laws related to discrimination on the basis of sex, including sexual harassment, in education programs and activities.
  • Manages all Title IX-related communication (verbal and written) with parents, administrators, and staff, ensuring clarity, consistency, and compliance.
  • Conducts, oversees, and coordinates Title IX investigations, including intake, documentation, interviews, and resolution.
  • Ensures that all documentation is recorded, thorough, and properly maintained in compliance with legal and district policies.
  • Develops and provides training and guidance to staff and administrators on Title IX policies and procedures.
  • Serves as the district’s Title VI Coordinator, ensuring compliance with federal and state laws related to discrimination on the basis of race, national origin, or religion in education programs and activities.
  • Collaborates with legal counsel, administrators, and external agencies as needed.
Employee Relations & Workplace Investigations
  • Assists Human Resources in investigations concerning employee misconduct, workplace complaints, discrimination claims, and policy violations.
  • Generates and submits investigation reports to Human Resource administration.
  • Manages conflict resolution efforts, providing guidance to employees and administrators on workplace concerns.
  • Supports and advises supervisors in performance management, including corrective actions, disciplinary processes, and policy compliance.
  • Facilitates mediation and resolution efforts to improve employee relations and address concerns proactively.
  • Maintains detailed case documentation and prepares reports on trends, investigations, and resolutions.
  • Oversees unemployment hearings, including gathering necessary documentation, submitting documents to the unemployment service within required time frames, and preparing an overview of information for the hearing.
HR Compliance & Training
  • Assists in the development and enforcement of HR policies and procedures, ensuring compliance with employment laws and district policies.
  • Delivers training programs on harassment prevention, conflict resolution, employee rights, and ethical workplace behavior.
