We are seeking a proactive, detail-oriented HR Manager to lead HR operations across our construction sites in Arizona and California. This role requires strong regional HR compliance knowledge, workforce planning skills, and the ability to manage HR systems supporting site operations. Additionally, this role will oversee Learning & Development programs—covering safety, craft, and leadership training to promote employee growth and operational success.
Familiarity with field-based workforce structures and labor mobilization across diverse projects is essential.
ROLE AND RESPONSIBILITIES
Workforce Planning & Talent Acquisition
- Manage full-cycle recruiting and onboarding for field, staff, and supervisory roles in AZ and CA.
- Partner with project managers and site supervisors to forecast labor needs.
- Maintain candidate pipelines and improve time-to-fill metrics aligned with project timelines.
- Source and onboard skilled trades and craft labor in line with project scopes and mobilization schedules.
HR Administration & Development
- Execute daily HR tasks including candidate communications, new hire paperwork, I-9 verification, and employee record management.
- Manage training schedules, track compliance documentation, and maintain HRIS systems across CA and AZ sites.
- Conduct onboarding for new hires, ensuring alignment with site-specific protocols and standards.
Multi-State Compliance & Risk Management
- Ensure compliance with federal, California (e.g., Cal/OSHA, AB5), and Arizona (e.g., E-Verify) regulations.
- Track employee certifications, licenses, and safety training completion.
- Lead internal audits and prepare for external inspections.
Employee Lifecycle & Retention
- Oversee onboarding, performance management, and offboarding processes.
- Improve 90-day retention and annual review completion rates.
- Provide HR coaching to field leaders and administrative staff.
Learning & Development (L&D) Coordination
- Coordinate scheduling and tracking of mandatory safety training.
- Support craft skills training programs with operations or external providers.
- Assist in implementing leadership development programs for foremen, superintendents, and project managers.
- Maintain training records and evaluate program effectiveness.
QUALIFICATIONS AND EXPERIENCE
Required
- Bachelor’s Degree in Human Resources, Business Administration, or related field.
- Minimum 5 years of HR experience, including multi-site responsibilities.
- Knowledge of AZ and CA labor laws.
- Experience with workforce training and development.
- Ability to travel 30-40% to AZ and CA sites.
- Proficiency with HRIS, applicant tracking, and training systems.
- Construction or field-based industry experience.
Preferred
- HR certifications such as PHR or SHRM-CP.
- Experience with union and non-union workforce structures.
- Bilingual in English and Spanish.
