Overview

This recruitment will fill two (2) vacancies at either the Utilities Systems Analyst I level or the Utilities Systems Analyst II level.

First review of applications will be on Tuesday, February 17, 2026, and weekly thereafter as needed.

Salary range: Utilities Systems Analyst I ($81,814.93 - $);
Utilities Systems Analyst II ($90,180.90 - $).

Utilities Systems Analyst I

Position focus: Provides technical support for the Utilities Department Supervisory Control and Data Acquisition (SCADA) system. Duties include programming, modifying, and testing graphic interfaces for Water Treatment Plant Operators; creating and running reports; developing Operator control interfaces using advanced graphics and programming concepts and technologies (e.g., Visual Basic, 3D graphics animation); PLC programming using Ladder, Function Block, Structured Text, and Sequential Function Chart logic;

installing, configuring, and maintaining workstations and peripherals; evaluating hardware, software, and peripherals for new and existing facilities; testing and modifying SCADA applications; verifying P& electrical drawings for accuracy and alignment with control descriptions and plant specifications; creating SCADA HMI graphics and databases; developing SCADA alarm functions; troubleshooting; generating daily, weekly, monthly, and yearly reports; and developing SCADA documentation and related duties.

Incumbents are expected to perform assignments with limited instruction. This class is FLSA exempt – computer professional.

Utilities Systems Analyst II

Position focus: Ensures the security, integrity, and availability of industrial control systems within the City. Responsibilities include monitoring, managing, and securing IT/OT networks and systems that control critical operations; expertise in IT and OT security practices and ICS risks; providing technical support and expertise in SCADA programming; developing, installing upgrades, maintaining, and repairing PLCs at Water Treatment Plants, pump stations, wells, lift stations, and sulfide treatment stations using Function Block programming and HMI design;

developing, creating, modifying, and testing graphic interfaces for the Utility Control Center and Plant Operators; evaluating vendor products; assisting in installing, maintaining, troubleshooting, repairing, and modifying SCADA hardware and software; verifying drawings for accuracy and alignment with control descriptions and plant specifications; interfacing with engineers, contractors, vendors, and City personnel to determine PLC software needs and HMI requirements; maintaining SCADA network documentation;

and developing reports as required. This role provides on-call support during non-business hours (evenings, weekends, holidays).

Incumbents are expected to perform assignments with limited instruction or guidance. This class is FLSA exempt – computer professional. The II classification differs from III by scope of network architecture involvement.

Qualifications and requirements

  • Utilities Systems Analyst I

Minimum Qualifications: Any combination of training, education, and experience equivalent to graduation from an accredited college or university with an Associate’s Degree in Computer Science, Information Technology, Engineering, or related field. Good (1 - 3 years) work experience in information systems, including SCADA or Utility Network experience.

  • Special Requirements: Valid Class D Arizona Driver's License by hire or promotion date.
  • Substance Abuse Testing: Pre-employment or pre-placement alcohol, drug, and/or controlled substance testing as outlined in City policy and procedures.
  • Preferred/Desirable Qualifications: Experience in installation, maintenance, calibration, and repair of electronic (solid-state) controls, instrumentation, and related equipment.
  • Utilities Systems Analyst II

Minimum Qualification(s) Required: Any combination of training, education, and experience equivalent to graduation from an accredited college or university with an Associate’s Degree in Computer Science, Information Technology, Engineering, or related field. Considerable (3 - 5 years) work experience in information systems including SCADA or Utility Network experience.

  • Special Requirements: Valid Class D Arizona Driver's License by hire or promotion date.
  • Substance Abuse Testing: Pre-employment or pre-placement alcohol, drug, and/or controlled substance testing as outlined in City policy and procedures.
  • Preferred/Desirable Qualifications: Experience in installation, maintenance, calibration, and repair of electronic (solid-state) controls, instrumentation, and related equipment.
