Edgewater Technical Associates is seeking qualified candidates for an Electrical Startup/Commissioning Engineer opportunity at the Kennedy Space Center in Merritt Island, FL.
Position Overview /Job Summary
As an Electrical Startup/Commissioning Engineer, you will utilize your experience, knowledge, and expertise to perform required testing for facility commissioning and startup. You will participate in building test packages, assist in turnover coordination, equipment inspections, material management and quantities, quality control, and environmental safety and health.
Major Responsibilities- Support plant startup and commissioning processes. Manage electrical commissioning for assigned systems and drive completion/handover, coordinating with mechanical, instrumentation, and control systems disciplines.
- Complete testing per Company Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project‑specific, and other procedures. Review completed test records, data sheets, procedures, etc. to assure requirements are met, including subcontractor test submittals.
- Analyze assigned activities to determine scope, time, and resource requirements.
- Plan and schedule CSU execution activities, including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions.
- Prepare test packages, reviewing engineering design and vendor submittals.
- Coordinate with Construction and other Commissioning disciplines to complete all required testing.
- Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment, monitor TA activities to ensure proper time charging, plan work accordingly and control expenditure of TA time to stay within budget constraints for each PO. Report and document work activities daily per applicable procedures.
- Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of pre‑operational test procedures and execution of commissioning to ensure all documents are consistent. Prepare the necessary design change and non‑conformance documents per Company procedures.
- Perform live electrical work per corporate procedures and guidance.
- Use well‑developed interpersonal skills to interact closely and frequently with client management and operations and maintenance personnel, maintaining commercial awareness that does not create adverse exposure to the project’s financial and schedule positions.
- Review preventative maintenance procedures and schedules for maintaining equipment once commissioned. Support long‑term storage and maintenance requirements on equipment following turnover from construction to startup prior to commissioning. Fully document these activities and submit permanent records for incorporation in the maintenance database.
- Supervise and direct subcontract personnel as required to support commissioning activities, including electrical subcontracts and technicians. Plan work with subcontractors, monitor and control work per contract terms to stay within budget and schedule constraints. Report and document subcontractor work activities daily per applicable procedures.
- Supervise field manual craft (including Union craft) as required to perform assigned tasks; monitor and control craft performance and be accountable for performance against budget.
- Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
- Participate in Construction to CSU and CSU to Owner turnover walkdowns for assigned areas of responsibility.
- Interface with Engineering and Field Engineer to support component/system turnover.
- Manage closeout of punch list items.
- Initiate requisitions for field purchases and prepare quantity takeoffs of field purchased material and equipment.
