Job Summary

This position is responsible for the supervision and inspection of public works projects for compliance with approved plans and specifications, contract requirements, and any other relevant policies or standards. These operations can include but are not limited to roadway and sidewalk construction, crack sealing, pavement marking, earthwork, guardrail installation, driveway installation and drainage repairs.

Responsibilities

This is a lead worker position responsible for providing direct and close supervision of a crew of laborers, equipment operators, and semi-skilled workers in the construction and maintenance of roads, bridges, and other municipal projects as well as winter maintenance operations. Required to be on‑call on a rotating basis with other Foremen from 12/1 and through 3/31 each year. May also be called to respond to emergencies at other times of the year.

Must be able to respond to the job site within a reasonable time.

Examples of Duties
  • Inspects public works construction projects and work performed in the Town right‑of‑way, ensuring and monitoring compliance with approved plans, specifications, Town Subdivision Ordinance, and related reference documents. Compiles and maintains construction records, including record drawings, daily inspection reports, and test reports. Measures and maintains quantities of work performed. Reviews contractor’s requisitions.
  • Provides and assists customers, contractors or residents in completing various permit applications; reviews permit applications for completeness and accuracy; advises applicants of additional information required. Maintains a record of all permits issued.
  • Inspects work performed in the Town right‑of‑way and ensures it is compliant with all Town Ordinances and regulations.
  • Supervises or serves as lead worker in diversified projects involving roads, bridges, sidewalks, and drainage facilities. Work may also involve repair and maintenance of municipal parks and athletic fields.
  • Supervises or serves as lead worker in snow removal and ice control. Must be available for emergency work such as snow removal, ice control, flooding emergencies, and natural disasters.
  • Performs construction layout, field measurements, and grades.
  • Operates heavy equipment, trucks, and related construction equipment.
  • Meets and coordinates activities with other Town Departments, contractors, and related agencies.
  • Complies and maintains work records, including construction records, daily reports, and test reports.
  • Meets with contractors, developers, and citizens regarding driveways, drainage, road and sidewalks to provide information or resolve issues.
  • Performs other duties as required.
Knowledge, Skills, and Abilities

Knowledge of methods, materials, and equipment used in construction, maintenance and repairs of drainage structures; working knowledge of hazards and safety precautions common to machinery and equipment required in highway maintenance and repair projects. Ability to prepare and maintain basic computer‑based information records; such as Microsoft Office (Word, spreadsheet and database); ability to understand and follow oral and written instructions including construction drawings and specifications;

ability to plan, assign, and supervise the work of assigned workers.

Minimum Qualifications

Graduation from standard high school or GED, Associates Degree in Civil Technology preferred; plus at least four years of experience in highway construction and maintenance work, at least two years of which in a lead worker capacity; familiarity and experience with surveying equipment, computer hardware and software operations, and reading and interpretation of blueprints and building plans; OR any equivalent education and experience that demonstrated the possession of the required knowledge, skills, and abilities.

Must have or acquire a NH CDL‑B license with Air Brakes endorsement within six months of hiring.
