Salary Range: $56,102.45 - $85,841.60

ESSENTIAL JOB FUNCTIONS:

Works under the direction of the Environmental Enforcement Manager to provide investigative, technical, and enforcement services of environmental matters, such as solid waste, storm water, and sewage in accordance with City Ordinances and regulations. Authorizes travel throughout the City to investigate illegal waste dumping activities and gathers evidence through covert camera operations. Prepares and administers reports in a clear, concise, and technically correct manner following the established guidelines.

Supervises the issuance of littering citations to observed motorists and commercial vehicles. Trains staff on proper work methods and procedures. Advises subordinate staff in the inspection of storm water and sewage areas for pollution and improper disposal of waste to ensure permits are in compliance with City Ordinances. Ensures daily inspections of illegal dumping areas and hot spots, as well as other City properties are completed.

Coordinates with environmental enforcement officers, local agencies, and officials to resolve and investigate littering and illegal dumping concerns. Executes compliance activities and administers follow-up investigations for reported illegal dumping sites. Oversees daily records of properties and areas inspected as required and monitors monthly submitted reports by utilizing various computer applications. Recommends changes for improvement of illegal dumping procedures to management.

Supervises the development of a comprehensive enforcement team to promote the effective enforcement of environmental statutes among the local, state, and national levels. Provides assistance to external stakeholders when inquiring about dumping or littering regulations as necessary. Monitors completion of dumping/littering investigation assignments by traveling to reported sites as required. Keeps abreast on laws, ordinances, and City rules and regulations.

Responds to all questions/inquiries concerning the enforcement of litter and ordinances as requested.

Typical Physical Demands

Must be able to effectively communicate, both verbally and in writing with all levels of management, staff, city officials, agencies, and the public. Requires the ability to use a computer, telephone, and other City issued equipment. Must be able to operate an automobile to drive to related inquiries regarding illegally disposed material and inspections.

Typical Working Conditions

Majority of the work is performed in an office environment with some field work required. Requires frequent travel to various sites for inspection and investigation. May require working extended hours, including some evenings and weekends, including working outdoors in various weather conditions.

Qualifications

MINIMUM QUALIFICATIONS:

Bachelor s degree in Business Administration, Public Administration, or related field and five (5) years experience working with environmental code enforcement or inspection; or the equivalent combination of education and experience which enables one to perform the essential job functions. Must successfully complete Annual In-Service Training, including passing evaluations for all In-Service testing requirements as a condition of continued employment. Must possess Tennessee P.O.S.T. certification or equivalent state certification.

Must successfully pass selection board evaluations, including but not limited to written tests, oral interviews, and performance evaluations. Must possess and maintain a valid driver s license as a condition of continued employment.
