At the highest level, works under the general supervision of the Structural Engineering Section Chief with supervision normally limited to discussions of broad overall programs and directives from higher authority and discussions of the desired outcome. Receives assignments in the form of oral instructions. Exercises a high degree of independence, initiative, and judgment within the framework of governing directives. Recommends solutions for problems not covered by precedents and discusses with supervisor for joint decision.
Completed work is reviewed only in terms of objectives for compliance with applicable policies and regulations. As senior specialist, performs professional engineering work with the primary responsibility of planning, coordinating, preparing, and reviewing structural engineering design and technical specifications in support of District, Regional, and National projects of the following type: (1) flood control projects with features such as outlet work structures, drop structures, spillway structures, flood walls and closure gates, levees, interior drainage systems, sanitary sewer modifications, gate wells, pumping stations, culverts (cast-in-place, precast, steel), energy dissipater structures, headwalls, retaining walls, walkways and platforms for gate operators, highway and railroad relocations with bridge modifications;
(2) navigation projects such as channel and harbor dredging, piers, breakwaters, revetments, channel rectification, and bank protection; (3) river and harbor projects such as locks and dams and wharves; (4) recreation projects such as roadways, parking areas, water and sanitary systems, area lighting; (5) environmental preservation and restoration projects; and (6) military projects and special assignments from other Districts and other Government agencies.
Incumbent resolves complicated engineering problems and makes decisions on the design/analysis and evaluation of project features. Coordinates these activities with other elements of the organization within the district, outside the district, and with higher authority. Also, coordinates with representatives of various local governmental and private interests affected by or interested in the project.
Responsibilities- As Senior Structural Engineer, plans for the accomplishment of projects in terms of scope, schedule, and budget. Develops and provides input to the Project Management Plan and coordinates those aspects of projects (when assigned as Technical Lead Engineer) between various technical disciplines; coordinates the overall planning and development of technical products (plans, specifications, reports, etc.). - Identifies technical policies, administrative procedures, and basic guides for structural engineering studies and design. (10%)
- Develops structural designs, utilizing commercially available structural engineering software packages, spreadsheets, Math Cad, and hand calculations. (35%)
- Makes field investigations at sites of proposed projects to observe actual conditions and obtain additional data for planning and design purposes. (20%)
- Participates in structural design or coordination meetings and conferences at the district level or higher authority. (5%)
- As a review team leader or participant on a review team, confirms the proper selection and application of clearly established criteria, regulations, codes, principles, and professional procedures to ensure a quality product in accordance with policy. (5%)
