The Contract Administrator is responsible for the full lifecycle administration of contracts and formal procurements in compliance with Federal Transit Administration (FTA), state, local, and MATA procurement regulations. This position supports transparent, compliant, and efficient contracting activities from solicitation development through contract close-out.

Essential Duties and Responsibilities
  • Administers formal procurements from solicitation development through contract close-out.
  • Prepares IFBs, RFPs, RFQs, amendments, and related procurement documents.
  • Coordinates and documents pre-bid/proposal conferences, site visits, evaluation committee meetings, oral presentations, and bid openings.
  • Prepares bid tabulations, cost and price analyses, and procurement summaries.
  • Prepares Board agenda items, resolutions, memoranda, and award documentation.
  • Drafts contracts, amendments, and change orders.
  • Ensures contractor compliance with Buy America, DBE, prevailing wage, and federal clauses.
  • Reviews and audits invoices, certified payrolls, and supporting documentation.
  • Coordinates contract close-out and maintains auditable contract files.
  • Supports internal and external procurement audits.
Minimum Qualifications

Education:

Associate’s degree in Business Administration, Public Administration, Supply Chain Management, or related field. Relevant experience may substitute.

  • Minimum of 2 years in contract administration or public-sector procurement.
  • Knowledge of FTA Circular 4220.1, public procurement laws, strong analytical, organizational, and communication skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple procurements simultaneously and meet deadlines.
  • High level of accuracy, professionalism, and ethical judgment.
  • Valid driver’s license required.
Environment

Primarily office-based with prolonged computer use. Occasional lifting up to 20 lbs. and site visits. Must be able to communicate effectively and perform essential functions. Occasional deadline-driven workload tied to service needs and grant timelines. Must be willing to comply with MATA’s Drug and Alcohol Policy. Regular and consistent attendance is required. Must always comply with safety protocols.
