The Subcontract Specialist is responsible for the end-to-end management of subcontracts, ensuring alignment with cost, schedule, and performance requirements. This role implements strategic sourcing plans, assesses and mitigates supplier risks, including financial considerations, and defines subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services.

Key responsibilities include preparing bid packages, conducting bidders' conferences, evaluating proposals, negotiating subcontract terms, recommending suppliers, issuing awards, and overseeing subcontract administration. This role also entails negotiating and coordinating any necessary modifications to subcontracts.

The Senior Subcontracts Specialist collaborates closely with contract administration and purchasing teams to develop and refine subcontract policies and procedures. They employ a range of methods and evaluation criteria to meet goals and objectives effectively and may sign supplier agreements and purchase orders within their authority.

• Develop subcontract training and processes, supplier statements of work, tailors, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types.
• Assist in the preparation of bid packages, conduct bidders' conferences, develop evaluation criteria, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write subcontract packages for review, prepare awards and administer resulting subcontracts.
• Negotiate and coordinate additions, deletions, or modifications to subcontracts.
• Participate with contracts administration and purchasing to develop subcontract policies and procedures.
• May sign supplier agreements and purchase orders within established authority.
• Ability to work closely with a diverse workforce of varying skill levels.
• Ability to train.
• Ability to prepare and present presentations.
• The Senior Subcontracts Specialist reports to the Senior Manager, ISR Subcontracts, and contributes significantly to the overall strategic subcontract management process.
• Ability to obtain and maintain a DoD security clearance.

• Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

• Extensive experience in direct subcontract administration and management, including the development of policies, directives, and work instructions related to the subcontracting process.
• 3-5 years experience with highly complex multi-year high dollar subcontracts.
• Experience in preparing, reviewing and managing Supplier Statements of Work.
• SAP or other similar operating system experience.
• Experience managing a procurement team in either general procurement of subcontracts.
