Responsible for all aspects of the ground safety and environmental programs at the assigned site. Provides additional support to aviation safety program components as directed by the Site Safety Manager, Aviation Safety Manager, Site Manager, or Director of Safety. Executes ground safety and environmental training, audits, inspections, monitoring, and program oversight in accordance with contract requirements and the Performance Work Statement (PWS).
Provides administrative and technical support necessary to maintain compliance with U.S. Department of State, Office of Aviation, Bureau for International Narcotics and Law Enforcement (INL) requirements.
- Ensure compliance with all ground safety and environmental procedures in accordance with contract requirements and applicable federal, state, and local laws, regulations, and standards.
- Demonstrate a high degree of professionalism and technical competency in occupational safety, environmental health, mishap prevention, and accident investigation.
- Serve as the primary point of responsibility for all ground safety and environmental matters, including support of aviation safety compliance for assigned locations of responsibility.
- Conduct required safety audits, inspections, monitoring activities, investigations, and ad hoc reviews as specified in the Performance Work Statement.
- Identify hazards and assess risks, promoting the reduction or elimination of conditions that could result in accidents, occupational injuries, illnesses, fatalities, or safety related financial losses.
- Monitor mishap and incident reports and assist with aircraft accident investigations to determine root causes and develop corrective and preventive actions.
- Perform detailed technical data entry to support mishap tracking, trend analysis, and regulatory reporting, ensuring accuracy and completeness of records.
- Conduct research related to OSHA and environmental regulations, vendor capabilities, and logistical requirements for safety equipment and supplies.
- Prepare clear, concise, and actionable written reports addressing ground safety, aviation safety, and environmental program performance.
- Provide technical support on safety and environmental matters, including data collection, training support, and correspondence with CONUS and OCONUS personnel.
- Participate as an active member of accident and incident investigation boards as directed by management.
- Develop required reports, conduct briefings, and deliver safety and environmental training as assigned.
- Maintain accident and incident records, files, logs, and reports in accordance with program and contractual requirements.
- Process Safety Hazard Reports by investigating hazards and verifying that appropriate mitigations are implemented and tracked to closure.
- Maintain departmental files, records, publications, and purchasing documentation, including logging and tracking safety related purchase requests and received items.
- Perform data entry and file corrections as required to maintain accurate and compliant records.
- Perform other duties as assigned.
- Position requires a Secret Clearance.
