The Subcontracts Administrator performs accurate and timely administration of subcontract awards for materials and services acquired by the company to successfully perform local, state, and federal government projects. Responsible for cradle-to-grave administrative for all subcontract lifecycle procurement functions. Procures services and materials of low to moderate complexity and risk in accordance with corporate policies and procedures. Handles routine or standard purchase orders and related documentation in accordance with established procurement policies and procedures, and government laws and regulations.
Ensures fair and reasonable prices and prompt deliveries from responsible suppliers in a competitive atmosphere.
JOB FUNCTIONS:
- Identifies appropriate procurement type to achieve intended results and mitigate risk. Reviews the Statement of Work (SOW, schedule and deliverables) and drafts appropriate solicitation/subcontract documents. Reviews IAP's client contract or RFP to assure all flow-down terms and conditions, tailored to circumstances, are included in the RFP request to the vendor.
- Analyzes procurement requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations and IAP policies.
- Drafts/develops, negotiates and administers contractual agreements for assigned programs. Initiates negotiations with vendor for agreement terms and pricing. Proposes solutions to problems encountered in negotiations.
- Maintains procurement files in an audit-ready condition, conforms to standard practices and IAP operating procedures and in a manner consistent with legal requirements for maintaining approved purchasing system status.
- Identifies compliance problems and provides recommended solutions for approval of high-level staff/management. Assists/recommends solutions in solving problems that may arise during project performance. Resolves problems with Accounts Payable on supplier invoice payment issues, as required.
- Assist senior procurement staff and/or other technical, support, or management staff of market, technical, and administrative trends and problems within assigned area.
- Supports business development initiatives and proposal preparation activities under direct supervision, including assisting with pricing determinations and providing recommendations regarding the utilization of appropriate suppliers and subcontractors.
- Bachelor's Degree or equivalent experience
- 3 to 5 years of Procurement/Subcontracts experience in the Federal contracting industry.
- Demonstrated government, military, FAR procurement related experience.
- Experience in DCMA CPSR Government approved system environment - desired.
- International procurement preferred including vendor sourcing and contingency operations.

- Complete understanding and application of principles, concepts, practices, and standards

SECURITY CLEARANCE:Possession of an existing Secret / Top Secret DoD maintained security clearance, or the ability to obtain such clearance within one year.
