About The Role

The selected candidate should thrive in a fast‑paced work environment with high expectations, significantly diverse assignments, and collaborative team settings across all levels. The role involves sourcing and procuring complex, specialized goods and services. The candidate owns the contractual management of suppliers and is responsible for subcontract sourcing, proposal evaluation, negotiation, award, execution, administration, and closeout. They coordinate with key stakeholders such as legal, contracts, finance, planning, operations, program management, engineering, and quality.

The position monitors and manages schedule, cost, technical, and quality performance of suppliers supporting U.S. Government programs. The candidate will interface with supplier leadership teams to motivate and drive performance excellence and provide subcontracting process guidance to junior specialists and teams.

This is a leadership position with daily executive interactions. Selected candidates must display consistent impeccable judgment and embody Northrop Grumman leadership behaviors.

  • Source and procure complex, specialized goods and services.
  • Own and manage subcontracts: proposal evaluation, negotiation, award, execution, administration, and closeout.
  • Coordinate with stakeholders: legal, contracts, finance, planning, operations, program management, engineering, and quality.
  • Monitor and manage supplier schedule, cost, technical, and quality performance for U.S. Government programs.
  • Interface with supplier leadership to motivate and drive contractual requirement performance.
  • Provide subcontracting process and compliance guidance to junior Subcontract Specialists, Supplier Management Teams, and Integrated Product Team Leads.
  • Work under general direction toward long‑range objectives and undertake self‑initiated assignments with minimal oversight.

Basic Qualifications

  • Bachelor’s Degree and 5 years of experience in Subcontracts or Contracts; or Master’s Degree and 3 years; or High School Diploma and 9 years.
  • Aerospace & Defense experience.
  • Experience presenting to all levels of internal/external management.
  • Ability to transfer and maintain final adjudicated government Secret clearance (DoD in‑scope or enrolled in Continuous Evaluation).

Preferred Qualifications

  • Working knowledge of SAP or related business application software and Microsoft Office.
  • Master’s degree in business, Supply Chain Management, Finance, or Industrial Engineering.
  • Experience Apostle with complex and competitive subcontracts for U.S. Government and Commercial, multiple contracting formats.
  • Lead the evaluation of customer RFPs and develop subcontract RFPs اسپ شامل documents 技術/品質 specifications, deliverable schedules, performance assessment requirements, terms and conditions, proposal preparation requirements, and compliance matrices.
  • Ability to lead or mentor other SCAs throughout the subcontract lifecycle and review subcontract packages from peer or junior administrators.
