The Housing Authority of Jackson County (HAJC) is looking for a seasoned housing professional who can combine regulatory expertise, empathetic leadership, and strong property management skills. As a Portfolio Manager I, you’ll be entrusted to oversee operations across multiple properties, support site managers, and ensure lease compliance across a diverse, mission-driven housing portfolio.
This role is ideal for someone who wants to lead with both heart and structure, ensuring residents are supported, property standards are met, and Housing Authority programs are administered with excellence.
What You’ll Do:- Supervise and mentor on-site property managers
- Ensure all lease agreements, HUD guidelines, and Fair Housing laws are followed
- Review rent calculations, manage annual eligibility re-certifications, and maintain tenant files
- Respond to tenant complaints and resolve disputes, often through mediation or legal follow-up
- Partner with maintenance staff, legal services, and community agencies to ensure residents thrive
- Uphold HAJC’s high standards of documentation, professionalism, and confidentiality
- Must have 2 years of experience in property or portfolio management, in affordable housing that includes LIHTC and HOME funding.
- Bachelor’s degree or equivalent experience in a relevant field
- Strong knowledge of landlord/tenant law, eviction processes, and lease enforcement
- Possession of, or the ability to obtain within one year of hire, a certification in LIHTC, HOME, and other affordable housing programs as necessary. (required and enforced)
- Outstanding communication and problem‑solving skills
- The ability to coach, support, and lead staff effectively while balancing resident needs and regulatory responsibilities
- A valid driver’s license and willingness to travel locally between sites
- Like working in a detail-oriented, compliance-focused environment

The starting range for this position is $4,141-$4,531 per month (equivalent to steps 1-3 on the HAJC salary schedule, depending on experience and qualifications). The full salary range for this role extends up to $5,444 per month (Step
7).
This position has the potential to grow into a Portfolio Manager II position as you take on more complex compliance and obtain certifications. The Portfolio Manager II Salary Range is $4,731 - $6,238 per month, which corresponds to steps 1-7 on the salary scale.
