Overview

Job Title: Accounting Manager

Salary Range: $82,703 - $110,831

Reports to: Director of Finance

This position is 260 days (12 months) with 10 paid holidays, paid sick leave, paid flexible personal leave (3 days per year), and paid vacation. If hired after the start of the school year, days and leave are pro-rated. Job Summary

The Accounting Manager provides advanced technical leadership for the District's business office, overseeing the integrity of the general ledger and the accuracy of the payroll system. This role is responsible for ensuring compliance with GAAP/GASB standards, leading the annual audit process, and managing complex grant reporting. Unlike a supervisor, the Manager operates with a high degree of autonomy to design internal controls, conduct technical financial analyses for bargaining, and act as the primary liaison for external financial regulators.

Functions
  • Payroll & Benefits Oversight (Key Priority)
  • Provide high-level supervision and technical guidance to the Payroll Specialist and benefit administrators.
  • Review and approve monthly payroll balancing, ensuring accuracy in PERS reporting, tax with holdings, and voluntary deductions.
  • Oversee the preparation and filing of all quarterly and annual payroll tax returns.
  • Ensure payroll processes are compliant with current labor laws, collective bargaining agreements, and Bureau of Labor and Industries (BOLI) regulations.
  • General Ledger & Financial Integrity
  • Maintain the District's general ledger, manage the Chart of Accounts, and oversee all month-end and year-end closing activities.
  • Direct the preparation of all authorized journal entries and perform monthly bank reconciliations.
  • Manage District cash flow by monitoring daily deposits and disbursements to ensure liquidity, while providing administrative oversight of the District's P-Card program
  • Audit & Grant Management
  • Support the annual external financial audit, coordinating the production of all documents and technical responses.
  • Prepare the Schedule of Expenditures of Federal Awards (SEFA) and ensure all grant claims are reconciled to the general ledger (Title I, IDEA, etc.).
  • Monitor and enforce internal control frameworks to safeguard District assets and ensure 2 CFR 200 (Uniform Guidance) compliance for federal funds.
  • Financial Analysis & Bargaining Support
  • Support and perform in-depth budgetary and statistical analyses to support the District's collective bargaining team.
  • Assist the Director of Finance in the development and execution of the annual budget, specifically leading technical forecasts for personnel costs and revenue projections.
  • Systems & Departmental Leadership
  • Support and act as functional "super-user" for the District's ERP software (e.g., School ERP Pro), managing system upgrades and process improvements.
  • Oversee Accounts Payable including requisition approval, substitute reconciliation
  • Provide technical training and backup support for all business office functions, including Accounts Receivable.
Qualifications
  • Education:

    Bachelor’s degree in Accounting, Finance, or Business Administration is required. A CPA license or Master’s degree is highly preferred, consistent with S6 level technical expectations.
  • Experience:

    At least 5–7 years of progressive experience in professional accounting, preferably within a school district or public sector environment.
  • Technical

    Skills:

    Proficient in Excel and automated financial systems; strong knowledge of GASB reporting standards and Oregon local budget law.
  • Ability to work cooperatively and harmoniously as a team member.
  • Ability to plan, organize, and work without close supervision.
  • Establishes and maintains effective working relationships with District personnel and the public.
  • Maintains confidential information and the privacy of District staff, students, and families.
  • Carries out work responsibilities effectively under pressure of deadlines, interruptions, and new or emergency situations.
  • Ability to work with a diverse population.
  • Ability to respect confidential information.
