Job Summary

EMCOR Government Services is seeking an Environmental, Safety and Occupational Health (ESOH) Manager to lead and manage our ESOH activities supporting a Government client in the National Capital Region (NCR). The ESOH Manager is a key member of a team of dedicated professionals delivering a wide range of services, including installation and facility operations, maintenance and repair; workforce and security support;

logistics support; and project management.

Essential Duties and Responsibilities
  • The principal manager responsible for the overall management of all environmental, safety, and occupational health activities and responsibilities at all NCR locations.
  • Develop, deliver, and maintain required OSHA garanties and prepared written management processes, including record‑keeping requirements per local, state, and federal regulations.
  • Develop and conduct safety processes and training to provide ongoing safety awareness, emergencyプロフィール response, and safety orientation for new employees.
  • Schedule, coordinate and follow‑up on all scheduled safety meetings and any associated safety issues.
  • Conduct new Supervisor Orientation Program on Accident Reporting, Accident Investigation, federal/state/local/company policies on Safety Records/Documentation, and Safety Inspections.
  • Audit and monitor all work areas for safety hazards and OSHA compliance.
  • Develop and implement project‑level environmental policies consistent with all existing and new State/EPA laws and regulations.
  • Conduct and administer contract activities related to permits and programs pertaining to federal or state regulations.
  • Recommend the purchase of all safety equipment.
  • Develop and implement environmental health and safety programs to ensure continuity and improvement.
  • Maintain an effective relationship with the customer to achieve a mutually beneficial business relationship.
  • Ensure legal obligations are followed and comply with regulatory bodies and with environmental, health and safety guidelines.
  • Keep accurate documentation and perform performance analysis to improve contract performance.
  • Pro‑actively seek feedback from clients, attend meetings, submit reports, and assist internal and external auditors and inspectors.
Qualifications
  • Current Top Secret clearance with Sensitive Compartmented Information (SCI) eligibility.
  • Professional certification in Industrial Hygiene, Safety or Environmental Engineering (e.g., CIH, CSP, PE) is required.
  • Minimum 10 years experience in ESOH principles-based development and application; at least 3 years managing a program of similar size, scope and complexity for BOS contracts.
  • Knowledge of ESOH regulations such as 29 CFR 1910, 29 CFR 1926, etc., and experience in U.S. Government facilities.
  • Experience in the development, maintenance and reporting of ESOH metrics.
  • Knowledge of ARCHIBUS or MAXIMO CMMS is desired.
  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.
  • Demonstrated ability to lead in a diverse, dynamic environment with short‑notice tasking and high‑pressure situations.
  • Personnel management experience with both organic and subcontractor staff.
  • Experience working with labor unions and/or managing service employees under the Service Contract Act.
  • Strong technical knowledge of facilities maintenance and operations is desired.
  • Bachelor’s degree in Environmental Science, Health, Safety, Engineering (Civil, Environmental), or related field is desired.
  • Project Management Professional or comparable experience is desirable.
