Cloud Solutions Architect

The Sponsor requires support in operating and maintaining an AWS hosted software application and underlying databases. This support includes bug fixes of the current application and evolving/enhancing the application commensurate with user feedback, Contractor-provided recommendations, and the Sponsor's strategic growth. This support includes ensuring compliance with all IT/security/other applicable policies, advising the Sponsor on risk mitigation to ensure future policy compliance, and adherence to a Contractor-recommended and Sponsor-approved Configuration Management processes.

The estimated period of performance (PoP) is one year.

• Provide operations and maintenance support for Sponsor system, to include underlying databases and cloud infrastructure
• Resolve bugs, implement enhancements to improve the user interface/experience, and evolve the system in accordance with the Sponsor's mission and new data sources
• Develop and implement both an immediate "hotfix" and a longer-term release cycle that allows for both critical and incremental changes
• Perform continuous monitoring (during regular business hours) of system functionality and data ingestion
• Maintain an Interface Control Document describing the standards and allowable schema(s) for new data sets to be ingested into the system
• Ensure the System retains accreditation and is compliant with Sponsor security directives and regulations and consistent with ICD 503, FISMA, and all other legal and technical compliance activities
• Maintain compliance with all monitoring systems required for enterprise applications, including Cloud Watch, Splunk, and others as required by Sponsor
• Maintain Non-Person Entity PKI certs for the System, and update as required
• Identify, evaluate, propose, and implement, with Sponsor approval, interfaces where the System may enrich other current and future Sponsor constructs (databases, applications, networks)
• Propose and implement, with Sponsor approval, an Engineering Change Management process that enables evaluating, prioritizing, resourcing, deconflicting, testing, and implementing changes to the architecture or processes
• Propose and implement, with Sponsor approval, a Knowledge Management process and environment which documents and archives architectures, processes, schedules, or other artifacts as required, using MS Office file formats
• Propose and implement, with Sponsor approval, a Configuration Management process which develops, publishes, and updates architecture baselines and changes to the System, formally delivered in MS Office formats
• Propose and implement, with Sponsor approval, a feedback process which surveys the user community or recommendations on System enhancements or defect resolution
• Maintain user guides and training materials for the System, and provide both formal and ad hoc informal training sessions
• Propose and implement, with Sponsor approval, an issue and risk management workflow that identifies programmatic or technical matters of concern

• Demonstrated experience in software design and development using the full suite of Enterprise Sec Dev Ops  tools to support Continuous Integration/Continuous Development services and microservices on a cloud infrastructure
• Demonstrated experience in full stack web application software development using Vue (Java script), FastAPI (Python), and Postgre

• Demonstrated experience in cloud infrastructure-as-code networking and service administration, to include deploying, operating, and maintaining web services on a cloud infrastructure
• Demonstrated experience in implementing cloud infrastructure resiliency and on-demand scaling practices
• Demonstrated experience in user interface engineering, to include creating, promoting, and supporting standards for usability excellence
• Demonstrated experience in architecting, designing, and developing large-scale data solutions to provide efficient searching, analytical, and reporting capabilities
• Demonstrated experience in entity resolution on large and continuously growing data sets
• Demonstrated experience facilitating Assessment and Authorization processing
• Demonstrated experience managing data set permissions
• Demonstrated experience in IT security compliance for systems, to include auditing and monitoring
• Demonstrated experience developing and implementing configuration management plans and processes for software applications and underlying databases
• Demonstrated experience working with operating systems including FidOS and CLSE
• Demonstrated experience developing containerized (Podman) applications

• Certification in cloud architectures and services
• Demonstrated experience in operating and maintaining systems on JWICS (Joint Worldwide Intelligence Communications System)
• Demonstrated experience in ingesting data records into software applications
