The Business Development Account Executive - INSCOM is responsible for full-lifecycle business development leadership across the U.S. Army Intelligence and Security Command (INSCOM) and its subordinate intelligence organizations. This role owns account strategy, customer engagement, opportunity identification, capture execution, and pipeline management in direct alignment with Army Intelligence mission priorities.
The Account Executive serves as the primary interface between Cherokee Federal and INSCOM customers
, shaping requirements, building trusted relationships with military and civilian leadership, and leading competitive and direct-award pursuits from early shaping through contract award. Success in this role requires deep understanding of Army Intelligence missions, acquisition pathways, and operational environments

, influencing internal solution teams, capture managers, and executive leadership to drive sustainable growth across classified and unclassified Army Intelligence portfolios.

- Own and execute the INSCOM Account Plan
, aligning Cherokee Federal capabilities to Army Intelligence mission priorities, subordinate unit requirements, and future force initiatives. - Develop long-range (12-36 month) pipeline strategies aligned to INSCOM, MI Brigades, Theater Intelligence Commands, and supporting Army G-2/G-3 stakeholders.
- Serve as the trusted advisor to INSCOM customers, maintaining persistent engagement across operational, intelligence, and acquisition communities.
- Identify, qualify, and mature opportunities from early shaping through proposal award
, including competitive, sole-source, and direct-award pathways. - Lead or direct capture strategy development
, including win themes, customer value propositions, teaming strategies, pricing posture, and competitive positioning. - Drive disciplined Bid / No-Bid recommendations using Shipley-based qualification criteria and executive reviews.
- Partner with Capture Managers, Solution Architects, and Proposal Managers to ensure compliant, compelling, and differentiated proposals.
- Maintain deep, active relationships with Army Intelligence leadership
, program offices, contracting officers, and requirements owners. - Translate INSCOM mission needs into actionable solution strategies across intelligence analysis, cyber, IT modernization, operations support, logistics, and emerging technologies.
- Represent Cherokee Federal at industry days, classified briefings, customer engagements, and Army-aligned events

- Monitor Army Intelligence budget trends, POM cycles, task order forecasts, and acquisition strategies.
- Assess competitor positioning, incumbent strengths/weaknesses, and teaming dynamics within the INSCOM ecosystem.
- Provide actionable intelligence and recommendations to Growth and Executive Leadership.
- Maintain accurate opportunity data, capture status, and forecasts in Salesforce
. - Brief leadership on pipeline health, gate status, risks, and mitigation strategies
. - Ensure compliance with Cherokee Federal ethics standards and government interaction limitations.
- Collaborate with operations, delivery, pricing, contracts, and legal teams to ensure executable solutions.
- Promote Cherokee Federal capabilities and tribal value proposition across the Army Intelligence community.
- Perform other job-related duties as assigned.
- Bachelor's degree in Business, Engineering, Intelligence Studies, or a related field.
- 10-15+ years of federal government business development experience
