Core One seeks an experienced Strategy Management Analyst - Level 3 to support the Office of Policy and Strategy (P&S) within the Office of the Director of National Intelligence (ODNI). P&S manages a unified, effective, and accountable IC policy process through the development and implementation of an annual Policy Work Plan, promotes the integrated intelligence enterprise through the development of the National Intelligence Strategy (NIS), evaluates the IC’s strategic posture and progress towards goals, monitors information sharing and safeguarding activities, and leads oversight of controlled access programs to enhance intelligence integration across the IC.
Candidates should have a strong record of achievement in the IC and experience, with prior experience in the US Government as a staff employee or contractor preferred.
- Support Government Leads in developing the National Intelligence Strategy (NIS) and communicate shared vision, mission, values, and goals.
- Assist in preparing the annual IC Strategic Assessment to evaluate IC posture and support national security policies.
- Provide strategic planning facilitation support to IC elements and ODNI components.
- Conduct NIS Progress Assessments (NPA) to measure IC progress toward NIS objectives.
- Review documents for technical accuracy for Congressional testimony, budget presentations, issue papers, and talking points.
- Assist in assessing IC intelligence capability needs, opportunities, and gaps.
- Identify interdependencies across IC strategic plans and ensure alignment with the NIS.
- Develop venues for addressing complex IC issues and developing shared perspectives.
- Conduct analysis to identify issues and trends.
- Bachelor’s Degree in relevant fields and a minimum of 4 years’ experience in strategic planning or IC work; waived with an Associate’s degree and 8 years’ experience.
- Expertise in identifying emerging trends and incorporating them into organizational strategies.
- Deep knowledge of IC organizations’ missions and strategic planning principles.
- Ability to conceptualize and analyze incomplete data and present findings effectively.
- Strong organizational and interpersonal skills supporting collaborative efforts.
- Ability to conduct independent analysis and present results clearly.
