Steampunk is seeking a Subcontracts / Contracts Administrator to support our growing federal portfolio. The successful candidate will be responsible for the full range of subcontract administration while also assisting with prime contract management. This position requires a proactive, self-motivated professional with deep knowledge of federal subcontracting regulations, strong negotiation skills, experience supporting prime contract administration, and a solid grasp of the Federal Acquisition Regulation (FAR).

The role calls for someone who can operate independently while thriving in a fast-paced, team-oriented environment.

Responsibilities
  • Independently administer the full lifecycle of subcontracts, including solicitations, RFP/RFQ preparation, proposal evaluations, negotiations, awards, modifications, and closeout.
  • Draft, review, and negotiate subcontracts, non-disclosure agreements, and teaming agreements, ensuring appropriate FAR/DFARS clause flow-downs and company risk mitigation.
  • Independently review contracts and agreements, assess contractual risks to the company, draft alternative terms and conditions (if necessary), and negotiate favorable outcomes.
  • Conduct cost/price analyses and support supplier selection, negotiations, and performance management.
  • Develop professional, working relationships with subcontractors, Contracting Officers, and internal stakeholders.
  • Provide subcontract guidance to program teams, ensuring compliance with prime contract requirements and government regulations.
  • Support prime contract administration activities, including review of award documents, preparing requests for or responses to modifications, completing contract briefs, and maintaining compliance records.
  • Apply strong contract and subcontract administration skills to compliance, reporting, issue resolution, security requirements, GFE management, and closeout.
  • Serve as the primary point of contact with subcontractors, managing communications, resolving issues, and monitoring performance.
  • Support proposal development efforts by reviewing RFPs, developing subcontract requirements, and coordinating with capture/proposal teams.
  • Collaborate with legal, finance, and program management to resolve subcontract and contract issues.
  • Contribute to the development and refinement of company subcontracting and contract administration policies, procedures, and best practices.
Qualifications
  • Bachelor’s degree required.
  • 4+ years of increasingly responsible experience in federal subcontract administration with additional exposure to prime contract administration.
  • Strong knowledge of the FAR, the Revolutionary FAR Overhaul (RFO), and federal procurement practices; ability to apply clause flow-downs effectively.
  • Experience with a variety of contract types (FFP, Labor Hour, T&M) for both prime and subcontract agreements.
  • Proven ability to negotiate subcontract terms, draft modifications, and resolve performance or compliance issues.
  • Demonstrated ability to support prime contract tasks such as reviewing RFPs, evaluating award documentation, and monitoring deliverables.
  • Excellent organizational, analytical, and communication skills, with the ability to manage competing priorities and work with minimal oversight.
  • Proficiency in Microsoft Office 365; experience with Deltek Costpoint and SharePoint strongly preferred.
  • Ability to use corporate Artificial Intelligence tools to complete administrative tasks.
  • Ability to support in-office work at McLean, VA at least 3 days per week.
Preferred
  • Professional contracting certification (CPCM, CFCM, or equivalent).
  • Experience with GSA Schedules or other GWAC/IDIQ vehicles.
  • Knowledge of the DFARS.

The projected compensation range for this position is $80,000 to $95,000. The estimate displayed represents a typical annual salary range for this position.
