About the Position

The Program Specialist Sr (Long Term Support Services) will be responsible for supporting the Long Term Support Services (LTSS) management with the day-to-day operations of the departments, specifically regarding operational and regulatory reports. The incumbent will work with the LTSS Manager to lead the implementation and ongoing maintenance of the LTSS program policies and desktop procedures to ensure reporting requirements are met.

The incumbent will assist in coordinating key strategies to effectively enhance the delivery of LTSS Services, including planning, researching, coordinating and analyzing LTSS services. The incumbent will gather and validate LTSS data to submit for Department of Health Care Services (DHCS) reporting requirements and the Cal Optima Health Quality Improvements Program. Also, the incumbent will support long term departmental sustainability efforts, lead collaborative efforts as an LTSS liaison and trainer and coach with the Community-Based Adult Services (CBAS) centers, Long Term Care Nursing Facilities and Multi-Purpose Senior Services Program to meet regulatory compliance procedures and all other activities related to the development and implementation of the LTSS program.

Duties & Responsibilities
  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Provides support to the LTSS Manager, Medical Case Managers and other team members.
  • Designs, develops and maintains databases to support business requirements.
  • Develops and reviews reports by collecting, conducting data analysis and summarizing information and trends.
  • Leads in the development and implementation of internal and external LTSS staff and provider training programs for educational, All Plan Letter (APL) and regulatory compliance purposes.
  • Ensures data is accurate and compliant with the regulatory requirements by documenting process workflows.
  • Coordinates community outreach efforts with all interested stakeholders to increase awareness of the LTSS programs; activities include working with the LTSS and Multipurpose Senior Services Program (MSSP) management in preparing and delivering community presentations and demonstrations throughout Orange County for the four LTSS programs.
  • Collaborates with the Quality Improvement department to implement quality assurance initiatives to measure effectiveness and evaluate the LTSS programs to ensure LTSS providers comply with regulatory requirements and Cal Optima Health’s policies.
  • Works with LTSS management to ensure all LTSS related activities meet regulatory requirements, LTSS Policies & Desk Top Procedures (DTP) and Cal Optima Health policies.
