Job Description

Collin County is seeking candidates for the position of Probate Administrator. Under general direction of the Chief Deputy Clerk, this position is responsible for overseeing the daily operations of the Probate and Mental Health Department within the County Clerk’s office to ensure efficiency, compliance, required data collection, and the supervision and training of staff. Responsibilities include, but are not limited to:

  • Supervising directly reporting personnel, which includes recruiting, interviewing, hiring, training, assigning work, assisting with complex problems, evaluating and conducting employee performance reviews, resolving personnel issues, handling disciplinary actions, and terminating employees.
  • Establishing and maintaining department policies and procedures, goals and objectives, and ensures employee compliance with all legislative and statutory requirements.
  • Assessing departmental needs and provides annual budget and personnel recommendations. Maintains line item budget expenditures for the Probate and Mental Health Department.
  • Auditing case filings for accuracy to ensure all filings meet Supreme Court requirements. Logs errors and addresses findings with personnel.
  • Managing mandatory OCA reporting requirements for cases filed, dismissals, hearings, statuses, appointments, and fees.
  • Enters all new publication notices and citations.
  • Maintaining expedited docket by reviewing cases for qualification, docket availability and setting hearings.
  • Collaborating with functional analyst and systems developer to review, troubleshoot, and correct issues with E-file errors.
  • Ensuring the collection and reporting of statistical data for probate and mental health filings and cases, including providing information to County officials and the Office of Court Administration, as needed.
  • Collaborating with functional analysts to ensure new event codes are entered timely, fees are accurate, and forms are properly maintained in the Odyssey system. Reports system issues upon discovery.
  • Representing the County Clerk’s office as a voting member of the Odyssey Change Control Board (OCCB) and the Judicial Branch Certification Committee (JBCC). Attends bi-weekly and monthly meetings as required.
  • Establishing and maintains effective working relationships with county officials, other departments and staff including judges and court staff, mental health services, local entities, and the public.
  • Providing customers service and guidance, as needed.
  • Attending various seminars and conferences, as needed.
  • Performing related duties and special projects as assigned.

Position requires leadership and strong organizational skills. Strong written and verbal communication skills are required. Proficiency in MS Windows 2010 and MS Office 2016 or higher with an emphasis on Excel and PowerPoint is required. The candidate who fills this position must have ability to read and understand legal documents, local and state codes and legislation in the probate courts and mental health.

Knowledge of the Odyssey Court Management database is strongly preferred. Position requires a broad knowledge in a related field normally acquired through four years of college resulting in a Bachelor's degree or a minimum of four years supervisory experience. Must have at least one year of directly related experience, or four years’ experience without a degree. Candidates must possess and maintain a valid Texas Driver’s License with an acceptable driving record.
