Description
The purpose of this position is to assist in planning, directing, and overseeing the operations and staff involved in the Fleet Services activities and programs for the County.
Responsibilities- Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems, and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
- Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
- In the absence of the Director, oversees daily vehicle/equipment service and repair operations, including ensuring the efficient use of small and heavy equipment and vehicles.
- Assists in developing and implementing policies, procedures, and work processes for the department; reviews work orders for maintenance and repairs; ensures timely completion of maintenance and repair activities; research and addresses pending work and any backlogs; conducts work site visits to monitor work in progress on all projects; ensures compliance with all applicable rules, regulations, standards, policies, and procedures; and initiates any actions necessary to correct deviations.
- Assists in developing and implementing department budget; assists with projecting expenditures for labor, materials, and equipment needs for regular department activities and special projects; approves invoices; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
- Advises departmental staff, County officials, and vendors concerning the inspection and repair of vehicles and equipment, including addressing fleet vehicle/equipment issues.
- Assists in directing, monitoring, and inspecting work performed by outside contractors; assigns work orders to outside service contractors; reviews and approves contractor's work for quality, completeness, and conformity to contract specifications; consults with contractors; and prepares and maintains related records and reports.
- Leads Requests for Proposal (RFP) review for fleet services activities; leads the preparation and dissemination of bid documents and specifications; attends bid kickoff; makes recommendation regarding awarding of contracts; and communicates with other County departments and contractors to discuss scope of work, workflow process, inspection process, payment terms, and procedures to resolve non-payment.
- Receives and responds to complaints and inquiries; receives, answers, and remedies any difficult complaints or problems that cannot be handled by subordinates; keeps related records; and prepares and submits required reports.
- Monitors work sites and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations; monitors setup of work safety zones to maintain safety at work sites, including setup of safety cones and road/warning signs; monitors traffic conditions surrounding work activities to identify obstructions, pedestrians, or unsafe traffic conditions; and reports any incidents, accidents, problems, or unusual situations.
- Processes a variety of documentation associated with department/division operations, within designated time frames, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
- Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Communicates with County officials and administrators, supervisor, other County employees, third party contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
