JOB SUMMARY
The purpose of this position is to perform infrastructure inspections to ensure compliance with permit requirements, ordinances and regulations in adherence to local, state, and federal mandates. This position will work under the general supervision of Department Director/Deputy Director and to assist the Director/Deputy Director with the management of daily operations and provide guidance and instruction to inspectors. Work is tasks are received in general terms.
Incumbents are given oral directions and graphic information such as construction plans, standards, details, drawings, layouts, or other visual aids when receiving assignments. Incumbents must be familiar with the English unit measurement system for field measurements and record keeping of construction quantities
Examples of Duties
ESSENTIAL JOB FUNCTIONS
- Provide training for lower-position personnel to ensure progression and quality control for staff.
- Provide front line supervision to assigned Inspectors.
- Perform routine inspections for roads, bridges, and drainage structures in conformance with the latest edition of the Georgia Department of Transportation Specifications and Supplemental Specifications.
- Maintain a diary to document all daily construction activities, instructions given to contractors, weather, and any significant progression or issues occurring on the assigned project.
- Inspect and measure installation of Erosion Control and Best Management Practices (BMP's) in adherence to the Erosion and Sediment Control Plan (ESCP).
- Demonstrate familiarity with construction plan sheets including mainline plan sheets, estimated and detailed quantities, cross sections, typical sections, storm drain profiles, roadway profiles, driveway profiles, general notes, utility plans, special grading sheets, and wall envelopes.
- Inspect asphalt operations and ensure that operations are consistent with the job mix formula, paving plan, and consistent with the construction plans, typical sections, and GDOT specifications.
- Calculate the asphalt spread rate to ensure that the placement of the materials will be consistent with the quantities as designated in the contract quantities.
- Inspect pouring of concrete to ensure that it is placed in accordance with the construction plans and GDOT specifications.
- Perform air meter testing, concrete slump testing, and collecting representative sample of concrete for preparing cylinder molds for compressive strength testing.
- Oversee soil embankment operations to ensure that methods are performed to meet minimum criteria for compaction and density testing.
- Conduct proof roll testing to ensure that materials are being placed on sub-surfaces that are suitable and are not exhibiting pumping or characteristics of a weak foundation.
- Utilize tools such as a smart level, engineering scales, concrete and asphalt thermometers to assist with adherence to plans and quality assurance.
- Inspect storm drain pipe installations, checking for proper placement as required.
- Advanced knowledge of right of way, easements, clearing limits, and limits of construction to prevent encroaching on property not acquired during right of way.
- Enforce right of way stipulations as agreed upon with property owners during the right of way acquisition phase.
- Conduct traffic control inspections for assurance of safety for the traveling public in accordance to GDOT specifications.
- Ensure that construction operations are in compliance with Occupational Safety and Health Administration (OSHA).
- Enforce policies and guidelines as provided by Department Leadership.
- Notify Department Leadership issues encountered on construction projects.
- Conduct inspections for bridge construction operations, including concrete testing, steel clearances, and preparation of cylinder molds for compressive strength testing.
- Inspect placement of road striping and raised pavement markers (RPM's) in accordance with the striping plans and applicable construction details.
- Provide updates for outstanding project issues and visit citizens to address their concerns.?
- Enforce local, state, and federal regulations and County Codes.
- Notify design engineers once the initial perimeter/phase I erosion control measures have been installed so that a 7-Day Inspection can be conducted as mandated by project permits.
- Compile, write, and issue Notice to Proceed documentation.
- Produce photo and video documentation for construction projects before, during, and after construction.
- Provide written communication to design consultants and contractors to provide guidance on construction projects
- Facilitate pre-construction meetings and on site utility meetings.
- Responsible for coordination of action items to alleviate any issues identified by inspectors to assist in expediting solutions.
