Position: Manager - Grant and Contract Compliance

Department: Office of Sponsored Initiatives

General Statement of Job

The Manager - Grant and Contract Compliance position oversees programmatic and financial activities during the post-award phase of the grant lifecycle. This role ensures adherence to laws, regulations, and guidelines by assessing risks, developing and implementing compliance procedures, conducting internal monitoring reviews, and supporting internal stakeholders to uphold effective grant management standards.

Specific Duties and Responsibilities

Essential Functions:
  • Promotes effective grant management as well as programmatic and fiscal compliance by providing technical assistance to internal stakeholders, particularly Principal Investigators and Grant Managers for sponsored initiatives awarded to South Texas College.
  • Acts as the liaison for contract negotiations, deliverables, timelines, deadlines, amendments, and other responsibilities related to grant compliance utilizing independent judgment, critical thinking and professional discretion.
  • Reviews and analyzes grant agreements and contracts to provide effective grant management and compliance guidance.
  • Collaborates with Principal Investigators in the development of programmatic and fiscal reports to ensure compliance with sponsored agency guidelines.
  • Facilitates post-award meetings with internal stakeholders, including, but not limited to award kickoffs, compliance reviews, sub-recipient monitoring and grant closeouts.
  • Conducts technical reviews, training, and monitors grants to promote compliance with sponsored agency guidelines.
  • Provides technical assistance and guidance to internal and external stakeholders regarding grant compliance, policies, and procedures and resolves related issues and concerns.
  • Manages the effort reporting process to include tracking, validating, processing, and filing to ensure compliance with federal and state guidelines.
  • Assists with the assembly and preparation of audit documentation for virtual or onsite monitoring visits from funding agencies.
  • Develops and maintains resources such as handbooks and other tools or instruments that support effective grant management practices.
  • Collaborates with the Office of Sponsored Initiatives team and supports projects, initiatives, and procedures, including but not limited to the use of the college's grant management processes, electronic filing system, grant budget reviews, and record retention.
  • Performs other duties as assigned.
Required

Education and Experience
  • Bachelor's Degree required;
    Master's Degree preferred.
  • At least three (3) years of grant experience required.
Required Knowledge,

Skills and Abilities
  • Excellent oral, written, presentation, and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read, analyze, and interpret grant documents and agreements.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to maintain confidentiality and to exercise discretion and sound judgment.
  • Ability to effectively present information and respond to questions from administrators, faculty, and staff.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
