Description

General Statement of Duties and Distinguishing Features of Class

The primary responsibility of a project manager would be to facilitate design and construction projects from start up to completion, including coordination with engineers, residents, staff, and contractors. Coordinate project information with GCWW, Stormwater Engineer, Warren County Engineer, Public Works, Public Utilities, and Parks to combine several projects into one synchronized effort while obtaining code, product and project specifications, maintenance, and regulatory information.

Perform duties as assigned and actively participate in required and needed training and refresher training. Ability to assimilate a large amount of information upon coming into the position and remain up-to-date.

This is a public service job based in trust, credibility, and competency. It is a critical requirement of this position that the candidate displays the desire and ability to perform and behave (on duty, as well as off duty) in a manner that does not damage or endanger the loss of trust with the public, co-workers, and other public safety forces.

Candidate must meet the following qualifications and requirements at time of appointment.

Examples of Work (Illustrative Only)

• Prepare grant requests;

• Write requests for proposals:

• Review and recommend proposals;

• Make initial contact with surrounding property owners;

• Coordinate plan preparation;

• Review and approve preliminary alignment;

• Finalize plan reviews;

• Coordinate right-of-way and easement acquisition and negotiation;

• Attend meeting with engineers and property owners;

• Acquire permits;

• Coordinate utility relocation with companies such as Duke Energy, GCWW, Century Link, Altafiber, Verizon and Charter;

• Prepare contracts;

• Carry out bidding process;

• Coordinate construction and inspection;

• Review change order requests;

• Review and approve pay applications;

• Enforce prevailing wage rates;

• Make day-to-day design and construction decisions;

• Prepare final punch lists;

• Organize projects using City's project management software;

• Prepare reports and update as assigned.

Skills, Knowledge, and Abilities: The following is preferred

• Thorough knowledge of project management principles and practices;

• Thorough knowledge of and skill in the use of computer applications, including Microsoft Office 365;

• GIS knowledge preferred;

• Ability to synchronize information from several sources;

• Ability to foresee potential problems or conflicts in projects;

• Willingness to pursue continued educational activities;

• Ability to communicate well with others on all levels;

• Ability to remain organized in a dynamic work environment, maintaining quality of work;

• Possession of tact and discipline to effect professional communication skills with the public;

• Ability to prepare accurately and timely project information;

• Ingenuity and innovativeness in the performance of assigned tasks;

• Ability to perform a wide variety of difficult technical tasks with accuracy and speed under pressure of time-sensitive deadlines;

• Ability to manage several projects at the same time while maintaining normal workload.

Requirements

Minimum Education, Experience, and Requirements

• 4-year degree in Engineering or Construction Management with an ABET accredited program

• Professional Engineer license or ability to obtain within 12 months of hire;

• 4 years of experience as a Project Engineer or Project Manager.

Physical Requirements:

• Able to sit for extended periods of time working on keyboarding activities, entering data, creating contracts, etc.;

• Lift up to 25 lbs. of materials independently;

• Physical dexterity to enter upon construction sites;

• Ability to climb ladders;

• Ability to bend under overhangs and other activities necessary to inspect construction projects;

• Normal visual acuity to see objects up close or at a distance, with or without correction, or with or without reasonable accommodation;

• Auditory acuity to hear pagers, cell phones, telephones, trucks and machinery with or without reasonable accommodation;

• Manual dexterity to perform clerical tasks such as filing, keyboarding, etc.;

• Ability to mentally handle associated tasks, problems, solutions, and all other mental tasks associated with positions of this nature.
