JOB SUMMARY:
Reporting to the Director of Early Learning Programs, the Early Learning Programs Center Coordinator provides day-to-day leadership and operational oversight across HCESC's Early Learning and Head Start services, serving as the primary support to the Director in advancing program quality, compliance, and strategic priorities. This role supervises program leaders, serves as the main point of contact for districts, supports recruitment and onboarding of leadership staff, and strengthens systems that ensure high-quality, compliant early learning services for children and families.
The Center Coordinator also builds partnerships, leads continuous improvement efforts, and develops staff capacity to sustain a cohesive, collaborative, and resilient early learning program culture.
ESSENTIAL FUNCTIONS:
Leadership
* Lead, facilitate, coordinate, and evaluate the design, development, delivery, and implementation of needed projects, products, and services supporting Early Learning Programs, including Special Education, Head Start, and Early Learning initiatives.
* Supervise and evaluate Special Education Supervisors and other assigned center personnel.
* Serve as the initial point of contact for program matters with districts, responding to inquiries, providing consultation, and maintaining relationships with district Special Education and Early Childhood leaders.
* Recruit, hire, and onboard new leadership staff for Early Learning and Head Start programs.
* Address personnel matters, working collaboratively with Human Resources and program leadership to ensure appropriate support and compliance.
* Support networks and partnerships that align with Early Learning Programs.
* Promote sharing of innovative and effective strategies, models, and resources among customers, partners, and centers.
* Participate in visioning, strategic planning, and goal-setting for Early Learning Programs, and lead aligned activities to support organizational priorities.
* Collaborate with the Director in the development of financial goals, including budgeting, revenue projections, service costing, and pricing, and be accountable for results.
* Seek grant opportunities and resources to support Early Learning and Head Start services.
* Develop leadership capabilities, collaborative problem-solving, and effective learning among center colleagues.
* Maintain and expand knowledge and skills related to leadership and early childhood education.
* Perform other duties as assigned by the Director.
External Service Delivery Supervision
* Supervise leadership staff delivering external Early Learning services.
* Field district requests and ensure timely, responsive, and effective service delivery.
* Provide consultation and support to district Special Education and Early Childhood leaders, fostering strong partnerships and collaboration.
Compliance Support
* Coordinate and support compliance activities related to:
* Special Education Operating Standards
* Ohio Preschool Licensing and Step Up to Quality requirements
* Transition Committee work and interagency agreements
* Head Start Program Performance Standards
* Support monitoring, development, and submission of baseline and continuation grants in collaboration with the Head Start Leadership Team.
* Collaborate on grant maintenance activities with the Head Start Leadership Team.
* Lead or support program evaluation initiatives, collecting and analyzing data for continuous improvement.
* Participate as a member of the Head Start Policy Council as appropriate.
Professional Development
* Lead, design, deliver, and collaborate in professional development initiatives to support the growth and effectiveness of Early Learning and Head Start staff.
* Provide coaching, training, and resources to enhance staff capacity in leadership, compliance, service delivery, and instructional practices.
* Participate in continuous professional improvement activities to remain current with best practices, research, and regulatory changes in early childhood education.
Collaboration and Contribution to Organizational Prosperity
* Develop and maintain positive relationships with customers, staff, and partners.
* Build strategic alliances and superior relationships with district, HCESC, regional, state, and national partners.
* Identify areas of needed improvement in Early Learning Programs and pursue appropriate action plans.
