Somerset County Public Schools is recruiting for the immediate fill of the Supervisor of State/Federal Programs & Instructional Program Compliance (PreK-12).
I. Summary
Assumes responsibility for the administration, coordination, compliance, monitoring, and reporting of federally and state-funded instructional programs. This position oversees programs funded through Title I-IV (including Title IIA) and the Maryland Blueprint for Education, ensuring compliance with all applicable federal, state, and Accountability and Implementation Board (AIB) requirements.
This role is compliance-focused and does not provide instructional supervision.
II.
Essential Duties and Responsibilities
Essential duties and responsibilities include the following. Other duties may be assigned by the Chief Academic Officer, Superintendent, or designee.
FEDERAL PROGRAMS & COMPLIANCE
Oversees planning, implementation, monitoring, and reporting for federal programs including Title I, Title II (Title IIA), Title III, and Title IV.
Ensures compliance with all applicable federal and state laws, regulations, grant conditions, and MSDE guidance.
Coordinates required documentation, audits, monitoring visits, and corrective action plans.
Ensures alignment between approved applications, allowable uses of funds, and program implementation.
Provides guidance and technical assistance to principals and district staff regarding federal program requirements and documentation.
Serves as the primary liaison with the Maryland State Department of Education (MSDE), federal agencies, and the Accountability and Implementation Board (AIB) regarding compliance and monitoring matters.
BLUEPRINT FOR MARYLAND'S FUTURE
Serves as the Somerset County Public Schools Blueprint for Maryland's Future Implementation Coordinator.
Leads and directs pillar chairs and task teams in the execution of the approved Blueprint implementation plan.
Oversees compliance with all criteria, performance expectations, timelines, and funding conditions established by the Accountability and Implementation Board (AIB).
Coordinates the development, submission, revision, and continuous improvement of Blueprint implementation plans addressing all applicable pillars.
Monitors implementation activities to ensure full alignment and compliance with Blueprint objectives and statutory requirements.
Reviews and analyzes instructional, staffing, human capital, and fiscal data required for Blueprint reporting and accountability.
Keeps district leadership informed of new or revised legislation, regulations, and guidance related to the Blueprint.
Participates in the district budget development process to ensure proper, strategic, and compliant allocation of Blueprint funds.
GRANTS MANAGEMENT
Leads grant writing, submission, amendments, renewals, and close-out processes for instructional funding.
Monitors grant implementation, expenditures, and reporting requirements in collaboration with the Finance Department.
Ensures grant-funded initiatives are implemented in accordance with approved plans, allowable uses, and established timelines.
Provides compliance-focused technical assistance to schools and departments implementing grant-funded programs.
COORDINATION & TECHNICAL ASSISTANCE
Collaborates with Chief Academic Officers, instructional supervisors, the Student Experience & Innovation Supervisor, and the Learning, Accountability & Curriculum (LAC) Coordinator to align funded initiatives with district priorities and strategic goals.
Establishes and maintains collaborative relationships required by Blueprint legislation, including county government, higher education institutions, economic development organizations, childcare providers, nonprofit entities, and other governmental units.
Represents Somerset County Public Schools at state, regional, and interagency meetings related to federal programs and Blueprint implementation.
DATA, REPORTING & ACCOUNTABILITY
Reviews and analyzes student achievement and program data for compliance, monitoring, and accountability purposes.
Ensures timely and accurate submission of all required federal, state, and Blueprint reports.
Compiles data and completes required plans, evaluations, and reports for state and federal agencies.
Identifies compliance risks and recommends corrective or preventive actions.
Maintains documentation, internal controls, and monitoring systems necessary to ensure audit readiness.
