Department and Role: The Prince George's County Police Department is seeking qualified applicants to fill a Laboratory Manager position (grade G31
) in the Bureau of Forensics/Forensic Science Division
.

About the Position

This is a highly responsible professional managerial, technical, and supervisory position in the field of forensic science. Incumbents plan, schedule, assign, monitor, review, and evaluate the work of lower-level Forensic Latent Print Examiners. They work under diverse procedures and standards that require judgment in identifying solutions or new applications. They examine cases submitted involving sensitive, confidential, high-profile, and high-priority materials, perform annual reviews of quality assurance controls to ensure accreditation compliance, conduct routine casework, and ensure proficiency testing is completed.

The incumbent has full technical responsibility for the work and makes final decisions regarding technical procedures, techniques, and all technical aspects of operations in the Latent Print Unit.

Responsibilities
  • Exercise a full range of supervisory duties and responsibilities over subordinates as defined in Personnel Law.
  • Supervise, plan, coordinate, train, and continually appraise staff to accomplish the Latent Print Unit goals and objectives.
  • Supervise and direct staff responsible for records storage and retrieval in compliance with applicable laws and confidentiality requirements.
  • Develop policies, procedures, and written directives for the unit.
  • Manage all caseloads; prioritize and delegate latent cases; evaluate latent impressions for evidentiary value.
  • Utilize applicable scientific methodology to analyze, compare, evaluate, document, and preserve latent impression evidence.
  • Perform examinations of exemplar and physical evidence using specialized equipment and procedures to ensure integrity of evidence.
  • Enter and digitally enhance friction ridge evidence in appropriate databases and conduct local, regional, and national searches as required.
  • Compare evidence with known exemplars based on written requests or automated system searches.
  • Conduct searches of master files to identify and remediate profile consolidation or Not-The-Same-Source issues.
  • Draft final reports containing conclusions for use in court proceedings and conduct quality assurance reviews of laboratory analyses.
  • Coordinate technical reviews of new workflows and equipment related to RAFIS/MAFIS.
  • Conduct annual quality assurance reviews to ensure accreditation compliance.
  • Collaborate with management to develop and monitor effective organizational structures and resource use.
  • Advise the State's Attorney on forensic aspects of cases and testimony preparation for latent impression evidence.
  • Maintain records and files for court-m mandated discovery; assist with reporting and documentation.
  • Recommend and implement changes to unit policies, procedures, and analytic methods.
