POSITION

Chief Financial Officer

JOB SUMMARY

The Chief Financial Officer is responsible for the guidance, management and coordination of the services provided by the Department of Finance as well as all aspects of the financial operations for Calvert County Public Schools. In addition, this position advises the Calvert County Public Schools’ (CCPS) Superintendent and the Calvert County Board of Education on the financial implication of proposed courses of action, coordinates the development of the operating budget and reviews budgets and financial plans.

The Chief Financial Officer manages all financial audits (including the annual financial audit, single audit, construction audit, audit of state aid, IRS audits, and legislative audits), and preparation of audited financial statements, oversees the financial operations of the General Fund (unrestricted and restricted budgets), the Construction Fund, the Food Services Fund, and the School Activity Funds (SAF). The Chief Financial Officer is responsible for managing the voluntary retirement savings plans and the flexible spending accounts (FSA).

The Chief Financial Officer reviews financial activities on a department-wide and entity-wide basis to evaluate adequacy and effectiveness of financial systems relative to the needs of Calvert County Public Schools, reviews financial activities for compliance with established policies and procedures as well as applicable laws, coordinates data collection and coordinates departmental efforts. Provides fiduciary requirements of the Comprehensive Implementation Plan for the Blueprint for Maryland’s Future.

Superintendent

EDUCATION, CERTIFICATION AND EXPERIENCE
  • Bachelor’s degree or higher in business administration, accounting, finance or related field required. Master’s degree preferred
  • Minimum of five (5) years of direct experience in fields of budget, finance, auditing, in the public or private sector.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Public Finance Officer (through GFOA), or Certified Administrator of School Finance and Operations (“SFO” through ASBO) preferred.
  • At least two years of fund accounting experience is preferred.
  • At least two years of public school district experience is preferred.
  • At least two years of experience using the financial side of an ERP is preferred.
KNOWLEDGE, ABILITIES, AND SKILLS
  • Demonstrated leadership and administrative abilities in the area of budget development and finance
  • Proven ability to oversee staff and build consensus among professionals unfamiliar with financial management.
  • Possess knowledge of county, state, and federal regulations pertaining to public education finance and budget development.
  • Possess knowledge of Governmental Accounting Standards Board (GASB) Statements.
  • Demonstrated proficiency in the use of personal computers and software related to job responsibilities.
  • Demonstrated experience in implementing a financial, payroll and personnel management information system.
  • Demonstrated skill as an articulate and persuasive communicator, both orally and in writing.
  • Demonstrated collaborative leadership skills with the ability to work as a team member.
  • Demonstrated skills in written and oral communication.
  • Demonstrated ability to motivate others to sustain and meet program/system goals and objectives.
  • Demonstrated ability to multi-task and follow-through to effectively meet deadlines.
  • Ability to respond effectively under stressful circumstances.
  • Possess a valid driver’s license and motor vehicle insurance.
  • Demonstrated success in accomplishing tasks akin to the responsibilities listed below.
