Overview

Precise Systems is a solutions-based company focused on innovation in support of the warfighters, delivering expert consultation on network and weapons systems acquisition programs, maintenance/modernization programs, and sustainment programs with solutions in Digital Transformation, Advanced Engineering, Physical Sciences Research, Platform Lifecycle Support, and Technical Services. Precise Systems is seeking a Business Development Vice President to serve as a capture manager in support of Navy and Army combat systems by providing customer engagement, opportunity identification, qualification, and capture management for strategic opportunities.

The candidate will develop market, account, and opportunity strategies (including win themes, management solutions, technical solutions, teaming, and pricing); coordinate corporate resources; build teams of subcontractors; assess competition; present decision gate briefings to executive management; manage bid and proposal funding; and provide support and expertise about the opportunity, the competition, and the customer to the Bid and Proposal team. The candidate will coordinate with senior corporate executives, proposal development, contracts, and pricing, and oversee bid completions.

May provide guidance and training to less experienced staff. The role may participate in special projects as required.

Responsibilities
  • Engage with established and aspirational Government customers to brief Precise corporate capabilities and assess Government needs.
  • Create a market and account growth strategy aligned to the corporate strategic plan and growth strategy.
  • Identify opportunities in accordance with the market and account growth strategy. Research and present identified opportunities at gate reviews for qualification, capture, and bid/no bid decisions.
  • Conduct all capture activities associated with the qualified opportunities, working with the applicable Corporate and Operations teams.
  • Determine capture team resource requirements and costs associated with bid and proposal.
  • Convey capabilities, strengths, and weaknesses and direct the development of capture strategies and marketing philosophies.
  • Interact with various departments (i.e., Human Resources, Finance, Business Management, etc.) to develop win and price strategies.
  • Ensure properly prepared recommendations (i.e., go/no-go presentations) are delivered to senior management.
Qualifications
  • Required

    Education:

    Bachelor s degree in engineering, Information Technology, or a business-related discipline, or 5 years of Business Development/Capture in lieu of a degree required. Master s degree preferred.
  • Required Experience:

    3+ years of Business Development/Capture leadership in DoD markets, including subordinate commands; 15+ years of progressive experience in growth roles (capture management, business development, on-contract growth), or related roles within the defense industry; solid understanding of DoD acquisition lifecycle, customers  buying trends, budgets, and requirements; proven track record of leading and winning contracts within the defense sector; strong understanding of the federal acquisition process (IAC, GWAC, Agency MAC, OTA, CSO, etc.);

    exceptional strategic thinking; excellent interpersonal and communication skills; proficiency in competitive analysis, market research, and pricing strategies; experience participating in proposal development and solutioning sessions; strong leadership and ability to motivate cross-functional teams; highly organized and able to manage multiple capture efforts concurrently.
  • Preferred Experience:

    Experience with Next Stage, Deltek GovWinIQ, Deltek Costpoint, and MS Teams/SharePoint;
    Profit and Loss experience as a DoD account manager or program manager;
    DoD acquisition, technology development, systems integration, operations, and contract experience; experience growing new markets and locations; 25% travel expected.
  • Additional requirements:

    Must be able to obtain and maintain a Secret security clearance. U.S. Citizenship required.
