Incumbent serves as Payroll Administrator for the Morgan County Auditor’s Office, responsible for auditing, processing, and recording payroll, monitoring payroll activity, and ensuring compliance with County policy, and state and federal laws and regulations.

DUTIES

Enrolls all part-time and full-time employees into payroll system. Reports new hires on the State of Indiana website. Updates and maintains employee files, filing all related documents.

Keeps notations on Auditor’s Office employee’s attendance.

Updates and maintains health care screen for each employee, seeing whether they have County insurance or not. Enters number of months of coverage and includes any family members if employee has County insurance.

Answers and responds to calls, emails, and faxes concerning employment verification, including three years of wages broke down by hours worked, overtimes, uniforms, bonuses, how long they have been employed, date of last pay increase, and amount of increase and date of next pay increase and amount. Provides assistance to all employees and Department Heads in reference to questions, concerns, and complaints.

Receipts all money received, as needed.

Enters any enrollments, termination, or life events, including FMLA, disability, and leave of absence into retirement system.

Sorts time sheets and checks leave balance on each time sheet from previous payroll. Checks time sheets to payroll vouchers from each department. Assists employees with filling out time sheets, pay vouchers, and calculating overtime. Resolves payroll discrepancies by collecting and analyzing information.

Enters payroll from pay vouchers into payroll system and prints checks and direct deposit notices. Transmits direct deposit ACH to bank and retirement ACH report and payment. Reports and pays federal taxes by ACH. Receives and prints ACH notifications from State Auditor.

Assist in calculation of wages for budget preparation.

Checks, enters, and processes checks for Jury pay.

Uploads and reports payment to McCready and Keene for Sheriff’s 457 Plan and to Hoosier Start for 457 plan.

Balances entries to total pay vouchers and balances deductions and insurance. Creates spreadsheets for taxes, insurance, Fica, and retirement plans.

Calculates, tracks, and applies any Court ordered garnishments and child support. Enters child support into Indiana Child Services website.

Reports and pays State taxes withholding taxes online to avoid penalty, monthly.

Creates, balances, and uploads, federal taxes to IRS, Form 941, and report to State unemployment, quarterly.

Balances and uploads files on Social Security and State websites.

Makes changes on payroll system, including entering new pay rates and insurance amounts for each employee.

Creates new times sheets and service records.

Enters new tax charts from Circular E and state/County rate forms. Performs related duties, as assigned.

JOB REQUIREMENTS AND DIFFICULTY OF WORK

High school diploma or GED.

Practical knowledge of standard practices, policies, and legal requirements of department and State codes, with ability to assist co-workers and public.

Thorough knowledge of mathematical formulas, employee benefit and employer compliance requirements, employer tax compliance, payroll law, and Fair Labor Standards Act. Working knowledge of basic filing systems and ability to maintain accurate and complete department files and records.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare documents and detailed reports as required.

Ability to properly operate various standard office equipment and software, including Microsoft Word and Excel, computer, copier, typewriter, calculator, fax machine, postage meter, and telephone.

Ability to effectively work and communicate with co-workers, other County Departments, banks, State personnel, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to provide public access to, or maintain confidentiality of, department information and records according to State requirements.
