We are seeking a mid-level Program Manager to lead a high volume of small & medium-scale programs & proposals focused on enhancing and sustaining a defense communications network by providing critical operational readiness support through material logistics. This role involves managing upwards of 30+ concurrent efforts ranging in value, that address capability upgrades, technology insertions, and design re-spins driven by component obsolescence or evolving mission needs.
The Program Manager will be responsible for supporting program execution and concurrent proposal activities; this will be an excellent opportunity for the candidate to gain significant program management experience.
The Program Manager must determine priorities, interpret and apply company policies, ensure risk mitigation activities are successfully managed, and execute long-term strategic goals. This role is responsible for downward communication of top-level project goals, objectives and decisions, upward communication of program performance to senior management, and external communication for customer engagement.
The ideal candidate is a hands-on program manager with strong skills in execution, team coordination, communication, and customer engagement, who thrives in a dynamic environment where agility, technical understanding, and disciplined program controls are key to success.
This is an Onsite position at either our Largo, FL or Marlborough, MA facility.
What You Will Do- Serve as the primary program lead for multiple active contracts or projects, each focused on incremental enhancements to an existing fielded defense product.
- Manage program execution across cost, schedule, and technical performance, ensuring timely delivery of updates and any design refreshes.
- Manage and work closely with engineering to oversee hardware/software re-spins, capability upgrades, and insertion of replacement components due to obsolescence.
- Engage regularly with government customers to report status, manage expectations, and respond to evolving requirements or field issues.
- Coordinate internal resources and suppliers across multiple disciplines including systems engineering, software, hardware, manufacturing, supply chain, and test.
- Apply standard program controls such as risk and issue management, configuration control, and Earned Value Management (as applicable).
- Ensure all updates and deliveries meet cybersecurity, multi-level security (MLS), and interoperability requirements for classified communications systems.
- Ensure on-time execution of contracts and proposal submittals through empowerment, communication, setting expectations, and building teams.
- Lead the collaboration necessary across functional groups, broader RTX organizations and subcontractors to ensure program success. Ensure that functional resources, tools, and processes are utilized in a consistent way.
- Maintain compliance with all export control and government contracting requirements (e.g., ITAR, DFARS).
- Drive tactical execution while meeting strategic objectives.
- Support the establishment and maintenance of key programmatic metrics, defines milestones, critical path and monitor adherence to program budgets and schedules.
- Support the development and tracking of the program Annual Operating Plan (AOP) and long‑term financial outlook and commits to specific financial goals and obligations.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Minimum of 8 years of prior relevant experience in government, defense, aerospace or related industry.
- Typically requires a University Degree and minimum of 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
- Demonstrated ability to lead small- to mid-sized technical programs involving hardware and software deliverables.
- Familiarity with defense communication systems, particularly those involving classified or multi-level secure networking.
- Strong organizational, communication, and leadership skills across multidisciplinary teams.
- Demonstrated strong experience of the Estimate at Complete (EAC) process, Risk & Opportunity Management, & Cost & Schedule Management.
