Job Summary

Raytheon, managed by Collins Aerospace, Mission Systems Resilient Connectivity Products (RCP) is seeking a Senior Program Manager to lead the Protected Tactical Enterprise Service (PTES) program within the Strategic Communications sub‑business unit. The program will be managed through development, integration, customer certification, production contract execution, and ongoing proposal and negotiation activities.

Responsibilities
  • Drive successful closure of the development program with respect to development, integration and customer certification.
  • Support customer system integration activities to achieve initial operational capability (IOC).
  • Execute production contract and manage contract lifecycle, cost, schedule, and performance.
  • Coordinate negotiation, proposals, business plans, budgets and contracts.
  • Establish cost‑focused performance targets and direct work to achieve them.
  • Determine priorities, interpret company policies, manage risk mitigation and execute long‑term strategic goals.
  • Lead across complex cross‑functional teams, foster accountability and execution excellence.
  • Communicate program goals, objectives, decisions, and performance to senior management.
What You Will Do
  • Assure on‑time execution of contracts and proposal submittals through empowerment, communication, setting expectations, and building teams.
  • Act as empowered authority to accomplish objectives with support from the leadership team.
  • Drive tactical execution while meeting strategic objectives.
  • Establish and maintain key programmatic metrics, define milestones, critical path and monitor adherence to budgets and schedules.
  • Support development and tracking of the program Annual Operating Plan (AOP) and long‑term financial outlook.
  • Lead collaboration across functional groups, broader RTX organizations and subcontractors to ensure program success.
  • Establish roadmaps to drive down cost, improve performance, and win competitions.
  • Maintain an energetic and productive workforce, provide leadership to indirect reports and multi‑functional teams.
  • Establish growth strategies focused on both existing and future capabilities.
Qualifications You Must Have
  • Bachelor’s degree and 10 years of prior relevant experience OR advanced degree and minimum 7 years of experience.
  • Active and transferable U.S. government‑issued security clearance required prior to start date; U.S. citizenship required.
  • Minimum 10 years of relevant experience in government, defense, aerospace or related industry.
  • Experience with Government contracting requirements and the DoD acquisition management process.
  • Experience supporting development and production programs.
  • Strong command of PM best practices and experience managing program management tools such as R/O Management, Cost and Schedule Management, and Earned Value Management.
  • Strong communication skills with experience interfacing with customers and presenting to internal leadership.
  • Earned Value Management (EVMS) Certified or equivalent.
  • Demonstrated understanding of the Estimate at Complete (EAC) process.
Qualifications We Prefer
  • Master’s degree from an accredited university.
  • Ability to achieve RTX PM Certification Level 5 within 1 year.
  • RTX CORE certified.
  • Demonstrated ability to apply and execute RTX’s Lifecycle Program Management (RLPM) or similar business processes.
  • Experience with Gate / Leadership Conducted for Program Start‑up through Close‑Out.
  • Experience submitting compliant proposals and establishing systems requirements and funding allocations.
  • Demonstrated knowledge of satellite communications technologies.
  • Experience managing a budget of over $20M.
  • Experience working with US Air Force Nuclear Command, Control and Communications Center (NC3).
