The Client is seeking an experienced Senior Business Analyst to support the delivery of the Softphone Solution under the Workplace Modernisation Programme. This initiative will migrate the Client from a legacy Alcatel Lucent IP telephony system to Microsoft Teams Phone, delivering a unified voice solution across the organisation by Q4 2026.

The successful candidate will provide analytical and delivery support across all phases of the project lifecycle, ensuring that business, functional, and non-functional requirements are fully captured, traceable, and aligned with public-sector procurement and governance standards.

This is a senior-level role, suited to an accomplished Business Analyst with strong experience in telecommunications, Microsoft Teams Phone, public‑sector procurement, and Agile delivery environments.

• Minimum 7 years’ experience in a similar Business Analyst role
• Proven experience working in Agile environments and as a Product Owner
• Strong hands‑on experience with Azure Dev Ops
• Level 8 Degree in Computer Science / ICT (or higher)
• Professional Business Analysis or Product Development qualification (e.g. BCS, IIBA, CBAP/CCBA, Agile BA)
• Fluent English (C2 level required if not a native speaker)
• Ability to attend onsite locations as required

• Business Requirements Document (BRD) – a single, traceable source that records business objectives, statutory constraints, functional and non‑functional requirements and links to all downstream deliverables.
• UAT Test Cases & Results – UAT test plan, detailed UAT Test cases (with scenarios, steps, data, expected results, criteria), Test Data, a Defect Log/Report, a UAT Sign‑off document and comprehensive Test Summary Reports.
• Process Maps & Gap Analysis – Produce comprehensive ‘As‑Is’ and ‘To‑Be’ BPMN diagrams in Microsoft Visio, illustrating end‑to‑end process flows, decision points, and integration interfaces with Department, school, and other public sector systems. Perform gap analysis to identify discrepancies between current and future states, documenting impacts and actionable recommendations to bridge gaps.
• Data Analysis Reports – analytical summaries of legacy admissions data (Excel/SQL) that highlight trends, quality issues and insights to inform requirement prioritisation.
• Post‑Implementation Review Report – assessing if the delivered solution met the original business objectives and requirements, and the capturing the actionable lessons for future projects.
• Workshop Materials & Minutes – agendas, collaborative canvases (Miro or MS Whiteboard), stakeholder mapping artefacts and concise minutes with agreed actions.
• Migration Impact Assessment – evaluate the effects of system, data, or process transitions on business operations. Deliver detailed documentation outlining potential risks, dependencies, and mitigation strategies to ensure a smooth migration.
• Requirement Decomposition Artefacts – MoSCoW prioritisation tables, 5 Whys analyses and Fishbone diagrams that break high‑level business needs into granular, testable items.
• Business Impact Analysis (BIA) – a structured assessment of organisational, stakeholder and process impacts, including a risk register and mitigation plan.
• Project Governance Support – contributions to the project charter, scope statement, risk log, status reports and other governance documentation as required by the CAS Project Manager.
