The Opportunity
We are seeking a FERC Rate making and Regulatory Expert to serve as a Principal Consultant and Lead Expert Witness on complex electric transmission and/or gas pipeline matters. This role is designed for an experienced professional who has personally led cost-of-service analyses, defended positions in contested proceedings, and provided expert testimony before FERC, including on prudence and cost recovery issues.
This is a visible, client-facing leadership role, shaping regulatory strategy, leading engagements, and serving as a trusted advisor to senior utility leadership and legal counsel. Depending on background and preference, the role can emphasize electric, pipeline, or hybrid FERC rate making matters.
* This is a hybrid role, with three days per week in-office in our Washington, DC location and two days per week working remotely.*
What You Will Do
As a Principal Consultant, you will own outcomes and credibility across the full lifecycle of regulatory and litigation-support engagements, including:
- Lead and review FERC cost-of-service, rate design, and revenue requirement analyses for electric transmission and/or natural gas pipeline clients.
- Advise clients on rate filings, compliance filings, settlements, and contested proceedings before FERC.
- Evaluate cost recovery issues, including capital investment, O&M, depreciation, return, and allocation methodologies.
Expert Testimony & Prudence Matters
- Serve as lead or sponsoring expert witness in FERC proceedings, including preparation and defense of written testimony, exhibits, work papers, and discovery responses.
- Provide expert analysis and testimony on prudence evaluations, cost reasonableness, and regulatory compliance.
- Support litigation strategy in close coordination with internal teams, external counsel, and client leadership.
- Participate in hearings, settlement negotiations, and technical conferences.
- Lead multi-disciplinary consulting teams and manage complex engagements from scoping through final deliverables.
- Act as a senior advisor to utility executives on regulatory risk, strategy, and positioning.
- Contribute to business development opportunities by leveraging professional relationships, regulatory credibility, and expert reputation.
- Help shape and evolve Concentric’s FERC rate making and litigation-support offerings, including mentoring junior staff and strengthening analytical standards.

Ideal Candidate Profile
Required Experience
- 10+ years of experience in FERC rate making and regulatory matters, gained through:
- Consulting,
- An investor-owned utility,
- A regulatory agency (including former FERC staff), and/or
- A Big 4 or similar professional services firm.
- Demonstrated experience leading FERC cost-of-service and rate making analyses for electric transmission and/or natural gas pipelines.
- Direct experience serving as an expert witness or sponsoring testimony in FERC proceedings, including prudence-related matters.
