Job Description Summary
The Lead Civil Licensing Specialist, Regulatory Affairs, based in Canada, will complete various technical licensing work scopes including new reactor licensing for the BWRX-300 Advanced Nuclear Project, operating fleet licensing support, customer plant support on GEVernova Hitachi (GVH) / Global Nuclear Fuels (GNF) nuclear methods, and working with GVH / GNF Engineering and Regulatory Affairs teams on major projects in civil engineering works and structures.
Roles And Responsibilities- Perform tasks for GVH reactors to be deployed in Canada under the direction of the Canadian Technical Leader, Regulatory Affairs, related to the nuclear regulatory review process with the Canadian Nuclear Safety Commission (CNSC) applicable to civil structures (foundations, reactor building, and other civil structures).
- Support preparation and submittal of Preliminary Safety Analysis Report (PSAR), Pre-Operational Safety Analysis Report (POSAR) and Final Safety Analysis Report (FSAR) documentation, and other license application documentation for BWRX-300 license application activities in accordance with CNSC regulatory requirements and guidelines and with input from the GEH BWRX-300 Project Team.
- Support preparation and conduct of technical and licensing presentations to CNSC staff regarding BWRX-300 license applications and coordinate and prepare licensing reports including responses to the customer or regulator.
- Additional responsibilities as directed by senior management.
- Bachelor’s or Master’s Degree in a science or engineering discipline from an accredited university or college with a minimum of 5 years related professional work experience.
- Minimum of 5 years experience performing or providing input into nuclear safety evaluations applicable to civil structures at nuclear power plants, including experience in CNSC regulatory documents, Canadian Standards Association (CSA) Standards, and the National Building Code of Canada (NBCC).
- Minimum of 3 years experience involving complex projects and providing regulatory guidance and feedback to support those projects.
- Minimum of 3 years experience in general seismic design requirements for nuclear power plants and structural design or analysis of civil work and structures (e.g., foundations, reactor building, control buildings, radwaste buildings).
Work two days onsite a week in GVH office in Markham, ON.
Desired Characteristics- 7 or more years experience with Canada nuclear requirements and guidance and on‑site nuclear reactor experience.
- Management experience in Regulatory Affairs or large engineering projects.
- Civil Engineering experience applicable to BWR containment.
- Working knowledge of boiling water reactor (BWR) systems, fuel, or operations, with specific experience with Advanced Boiling Water Reactor (ABWR) or Economically Simplified Boiling Water Reactor (ESBWR) engineering or licensing.
- Experience and demonstrated effectiveness in working/communicating with nuclear regulators.
- Experience working with nuclear industry groups and international licensing experience.
- Effective interpersonal and facilitation skills.

- Clear thinker: communicates messages clearly and concisely, makes decisions quickly and accurately, and focuses on critical priorities.
