Job Description:

The primary function of this position is to administer and coordinate County projects from inception to completion. Responsibilities include supervising staff and inspecting projects, reviewing documents, and ensuring compliance with applicable laws and codes. The Project Manager also assists with preparing Requests for Proposal (RFPs), Requests for Qualifications (RFQs), and progress status reports, and serves as a County representative to contractors and design professionals.

ESSENTIAL JOB FUNCTIONS

* Supervises all aspects of design and work on all assigned projects.

* Maintains all project and contract files, correspondence, and related documentation.

* Prepares agenda items for Board of County Commissioners (BOCC) monthly meetings.

* Facilitates project coordination meetings with internal and external stakeholders.

* Monitors project budgets and expenditures to ensure proper allocation of funds.

* Consults with County departments and client organizations to ensure project requirements meet operational needs.

* Performs advanced-level project management functions for a portfolio of small, medium, and large projects funded through multiple revenue sources, including grant programs.

* Provides oversight of funding compliance, grant administration, budgetary controls, scheduling, documentation, and stakeholder coordination to ensure adherence to applicable laws, policies, and funding agreements.

* Coordinates with County departments to align capital improvements and budgeting plans.

* Prepares front-end project documents, specifications, and schedules to track progress.

* Assists management with developing cost estimates, budgets, and value engineering recommendations.

* Prepares and processes change orders, addenda, quotes, RFPs, Requests for Service (RFSs), and Requests for Information (RFIs).

* Advises management on project schedules, milestones, and overall status of ongoing projects.

* Prepares and submits permit applications to required agencies and tracks them through approval.

* Reviews plans, specifications, submittals, and contract documents for accuracy and compliance.

* Inspects construction projects to verify conformance with approved plans, specifications, and codes.

* Conducts regular job site visits (at least weekly) to monitor progress and quality.

* Responds to RFIs and related inquiries on assigned projects.

* Responsible for personally knowing and following the County's Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. Responsible for ensuring others also adhere to these standards.

* Performs other related job duties as assigned.

* In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Bachelor's Degree and five (5) years minimum of prior related work experience. An equivalent combination of education and experience may substitute for degree requirements.

Special

Qualifications:

Project Management Professional (PMP), Master Project Manager (MPM), or Certified Associate in Project Management (CAPM) certification; or current or past Contractor license preferred.

* Ability to oversee the work of a team engaged in providing specific services, completing specific projects, or assisting other units.

* Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.

* Ability to make decisions that govern one's own activity as well as the activity of others.

* Ability to provide updates to senior managers, elected officials, or other community groups or organizations. Ability to work regularly with department directors or senior managers to ensure the provision of efficient and effective services.
