This position is part of Houston Public Works Engineering, in the Infrastructure and Development Services section, reporting location to the Houston Permitting Center. The position involves architectural and civil utility plan reviews to support the building permit process and the review of Wastewater Capacity Reservation (WCR) applications. The position will prepare Wastewater Capacity Reservation letters to include all associated impact fees owed in compliance with the Code of Ordinances and State Laws and Regulations.
The ideal candidate will review all water and sewer permitting services, consult with architects, engineers, contractors, and the public on their preliminary plan design, and WCR applications. Will work with the public to provide precise and comprehensive information regarding the status of the customer’s applications and/or plans. Key responsibilities include entering approval or rejection comments in the database. Interfaces with other technical disciplines, departments, and ordinance and regulation enforcement.
Provide data entry support for the Infrastructure and Development Services section. Assist internal and external customers via phone, email and in person. Assists with open records requests. Performs all other duties as assigned by management.
This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light lifting, such as three or four reams of papers or books (up to 40 pounds or equivalent weight) may be required.
EDUCATIONAL REQUIREMENTSRequires a related Associate's degree, such as Building Inspection, or the equivalent. May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
EXPERIENCE REQUIREMENTS- Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required.
- Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above degree requirement.
- A bachelor’s degree in construction management, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements.
None. Preference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.
