Essential Functions- Independently performs complex accounting work for the Veterans Home facility.
- Establishes and appropriates budgetary control accounts for the Veterans Home facility expenditures.
- Serves as working supervisor.
- Generates documents, summaries and reports for Federal Veterans' Administration Costs, Comptroller's Uniform Statewide Accounting System, Illinois Department of Veterans' Affairs, and other miscellaneous reports as requested.
- Establishes and appropriates encumbrances/obligations against allotments to ensure that sufficient funds are available.
- Determines accounting and fiscal systems, procedures and methods utilized and recommends changes to accounting and related reporting procedures.
- Knowledge, skill, and mental development equivalent to completion of four (4) years college, with courses in business administration and accounting.
- Two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
- Four (4) years of experience working with accounting and auditing theory, principles, methods, and procedures.
- Four (4) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
- Four (4) years of experience supervising a staff of subordinates engaged in general accounting, budgeting, or external auditing activities.
- Must pass a background check.
- Must complete a drug screen and pre-employment physical.
- Must meet all agency vaccine/health-related policies and guidance.
- Overtime is a condition of employment, and you may be required to work overtime including scheduled, unscheduled, or last-minute overtime.
- Requires ability to utilize office equipment, including personal computers.
- Requires ability to acquire and maintain Cardiopulmonary Resuscitation (CPR) certificate.
- Requires ability attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires ability to travel in the performance of job duties, with overnight stays as appropriate.
