Overview

Position Summary Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, and the day-to-day implementation of policies, procedures and programs that assure a well-managed and maintained community within established management operating and fiscal policies and regulatory compliance. Responsibilities include developing a supportive environment for residents, ensuring sound fiscal management, maintaining occupancy levels, keeping buildings and grounds clean and well-maintained, managing onsite staff, supervising vendors, and, if applicable, working with a Board of Directors.

The Community Manager II must relate well to people, exercise good judgment and discretion with residents, visitors, vendors, and staff; provide leadership in developing a community; direct staff; and foster a team environment in cooperation with residents, the Resident Service Coordinator, agencies and visitors. The Community Manager II directly supervises one or more employees in accordance with Eden Housing’s policies and applicable laws.

Community Managers who live on-site may perform duties listed in the attached Night Manager job description, including responding to after-hours emergencies.

Essential Duties And Responsibilities

Physical Asset and Maintenance/Janitorial Management

  • Supervises maintenance and janitorial staff, including contract or temporary personnel.
  • Supervises all vendors, contractors and service providers to ensure completion and quality of work.
  • Establishes emergency maintenance availability schedules and coordinates routine maintenance and janitorial work with regular follow-up inspections.
  • Ensures completion of preventative maintenance checklists and timely execution of tasks.
  • Performs informal inspections to ensure proper maintenance, safety and appearance of the property.
  • Inspects exterior and interior common areas monthly using approved checklists.
  • Performs bi-annual or more frequent unit inspections, followed by housekeeping letters, work orders and resident chargebacks as needed.
  • Ensures vacant apartment turnover procedures are followed within Eden Housing standards and budgetary goals.
  • Reviews and ensures timely completion of work orders; coordinates with facilities to anticipate capital replacements and budget implications.
  • Prepares building contents inventories and forwards to Property Supervisor for review.
  • Bids and negotiates contract services, monitors vendor performance, and ensures compliance with service agreements.
  • Ensures adherence to municipal and fire codes; provides written recommendations for repairs, replacements, or improvements.
  • Conducts quarterly safety inspections and other safety-related inspections and reports; adheres to Eden Housing maintenance requirements.

Marketing and Leasing

  • Maintains full occupancy and markets units in compliance with regulatory requirements.
  • Manages waiting lists, ensuring compliance with policies and regulatory requirements.
  • Reviews rental applications and leases for accuracy and conformance to policy; supervises turnover of vacant units.
  • Conducts applicant interviews, income verification, deposits, and rents per policy; obtains necessary documentation and certifications.
  • Ensures vacant apartments are clean and ready to show; conducts property-wide walkthroughs daily; supervises move-in/move-out procedures.
  • Leads marketing tours, prepares market surveys with supervision; generates weekly and monthly reports and ensures resident lists are up to date.

Resident Management

  • Attends and participates in community activities, meetings, regulatory inspections, and related events as required.
  • Promotes harmonious relations among residents, staff, vendors and the broader community; adheres to Fair Housing and Equal Employment and Equal Housing Opportunity requirements.
  • Develops a sense of community and ensures timely response to resident requests and complaints; manages evictions in compliance with legal guidance.
  • Chairs resident meetings, coordinates with Resident Services, and supports resident organizations and services.
