Under general supervision of the Property & Environmental Resources Supervisor – Landfill, this position supports the mission of the Property and Environmental Resources Department by providing quality and efficient services to the public. The Property & Environmental Resources Specialist I - Landfill provides information and services to the public related to waste and recycling. This position processes customer transactions, identifies fees due, maintains information and records, completes cash transactions, and performs general clerical support tasks while supporting projects as assigned.
While all positions are cross trained in multiple functions and responsibilities for the Property & Environmental Resources department, this position will support the county’s Ponderosa Landfill and will work from that location.
- Provides information and assists the public. Greets the public, answers specific and general questions regarding landfill services. Searches records to assist the public with general information. Responds appropriately to questions within scope of position. Receives and handles phone calls and transfers to an appropriate party when necessary.
- Processes landfill transactions as Scale House Attendant. Greets customers and records transactions, issues receipts, deposits fees, and reconciles records. Works directly with the public and charge account customers in completing transactions. Calculates and collects appropriate fees. Verifies transaction information for completion and accuracy. Prepares daily and monthly reports.
- Provides general clerical support. Maintains and updates records into various computer programs, including scanning, copying, typing, filing, data entry, indexing, creating reports, etc. Makes additions, deletions, and changes to landfill records. Develops and prepares educational materials such as brochures, pamphlets, and flyers for the public. Reviews and maintains the Department’s web pages to ensure accuracy.
- Opens and distributes departmental mail. Prepares outgoing mail and coordinates mass mailings. Assists with other departmental mailings.
- Maintains understanding of departmental functions and processes. Shares knowledge of processes with other departmental staff, suggests improvements to existing procedures and policies to reduce process time and resource requirements, and enhances customer service delivery.
- Orders and maintains office equipment and supply inventory. Researches options and pricing for office equipment and furniture and prepares purchase orders. Maintains and purchases office supply inventory as needed. Maintains office equipment such as copiers, printers and fax machines and requests service as necessary.

- Engages positively with both internal and external customers. Communicates and interacts effectively and respectfully with colleagues, supervisors, representatives from other organizations, and the public.
- Performs the physical and mental demands of the position.
- Attends work during regularly scheduled hours.
- Provides occasional assistance to Waste and Recycling Technicians performing a variety of functions including providing customer service, managing and processing of waste and recyclable materials, properly sorting materials, and assisting with picking up litter.
- Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration.
- Files, records, and maintains documents through the electronic recording systems. Ensures documents meet statutory requirements and are properly executed. Creates, compiles, and proofs indexes. Utilizes computer systems and manual indexing systems to maintain property tract data, enter information, and to perform record searches. Determines and collects appropriate fees.
