The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBOs) across New York City.

Our primary goal is to effectively manage the available city, state, and federal funds to support a wide range of innovative, practical, and high-quality programs that have a positive impact on youth and communities. Under the supervision of the Senior Director of the Agency Payment Unit (APU), the Director of Operations, with the freedom to exercise independent initiative and decision-making, will assist the Senior Director in overseeing APU's administrative functions, which provide support to the unit to ensure payments are processed for over 2,100 Human Service contracts with an annual budget of approximately $1.1 billion.

The Director will also manage a team of two Deputy Directors and six personnel. The operations team will be responsible and not limited to the following: managing RQC1s, initiating advances for all human service contracts, accrual clearing, reporting, RGF Loan Repayments, Fiscal Agent contract management, encumbrance linking, PASSPort invoice tracking, staff training, presentations for internal/external stakeholders, Program Expense Report Summary system log-in, Refunds/collections, FMS voucher corrections, and all other projects assigned by senior management.

The Director's responsibilities will include but are not limited to:

* Coordinating with the Deputy Directors to ensure all required tasks are followed up with and completed

* Serving as a liaison both internally and externally to help resolve cash flow issues related to the Human Service sector.

* Preparing and establishing the necessary reports to execute and track the division's strategic goal accomplishments. Preparing periodic ad hoc reports as requested.

* Managing evaluations, tasks, standards, attendance, time, and leave, and all personnel-related issues for the team.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
