IT Infrastructure Engineer | Manhattan, NY 10001

The Financial Information Services Agency (FISA) and Office of Payroll Administration (OPA) seek an experienced IT Infrastructure Engineer to oversee IBM mainframe systems within the Shared Systems Division. The role manages daily operations, performance, capacity planning, system upgrades, and disaster recovery initiatives while ensuring compliance with agency technical standards.

• Lead the Mainframe Systems team, ensuring availability and adherence to SLAs.
• Assign tasks, manage performance, and set individual and team goals.
• Provide 24/7 availability for troubleshooting and critical incident response.
• Oversee daily operations, monitoring, and issue escalation.
• Conduct daily, monthly, and annual performance analysis and capacity planning.
• Develop strategies to optimize system performance and resource utilization.
• Lead hardware and software upgrade projects, ensuring timely completion of deliverables.
• Evaluate, recommend, and implement emerging mainframe technologies.
• Collaborate with vendors for planning and capacity management.
• Prepare fiscal plans for hardware and software upgrades, including lifecycle management.
• Develop and maintain detailed documentation of system procedures and operations.
• Ensure departmental policies and best practices are followed across all mainframe systems.
• Lead disaster recovery initiatives to ensure system resilience and data integrity.

• Bachelor’s degree in Computer Science, Engineering, or related field and at least 4 years of full‑time experience in datacenter or IT infrastructure engineering; OR
• Bachelor’s degree in any discipline and at least 8 years of related full‑time experience; OR
• An equivalent combination of education and experience.

• 20+ years of experience as an Infrastructure Manager in large‑scale environments.
• Strong background in mainframe systems technologies, subsystems, and internals.
• Proficiency in IBM Mainframe z/OS administration, or equivalent AIX/Linux/Unix systems experience.
• Expertise in hardware configuration, performance tuning, and disaster recovery solutions.
• Proven ability to lead technical teams and manage enterprise‑level projects.
• Excellent problem‑solving, communication, and documentation skills.
• Strong interpersonal skills and ability to work collaboratively across departments.
