The Independent Football Regulator
The Independent Football Regulator (IFR) has been established to protect and promote the sustainability of English football, for the benefit of fans and the local communities football clubs serve.
The IFR will help improve financial sustainability of clubs, ensure resilience across the leagues, and safeguard the heritage of English football. It will operate a licensing regime; set corporate governance standards and monitor, protect, and promote financial resilience. It will also enforce compliance with requirements on financial regulation, club ownership and directors, fan engagement, and heritage protection.
The IFR will also have powers to prohibit clubs from joining competitions that are not fair or meritocratic, or that threaten the heritage or sustainability of English football.
Responsibilities- Support the supervision of football clubs and associated entities to ensure compliance with regulatory requirements, including financial, governance, and integrity standards.
- Conduct reviews of club submissions, including financial reports, ownership structures, and compliance declarations, identifying areas of risk or concern.
- Assist in the delivery of supervision casework, including evidence gathering, risk assessments, and drafting of regulatory correspondence.
- Monitor developments across clubs and competitions to identify emerging issues related to ownership and sustainability.
- Manage relationships with football clubs, league representatives, and other stakeholders.
- Ensure accurate documentation of supervisory actions and contribute to timely, transparent case resolution in line with internal procedures.
- Collaborate with colleagues in legal, enforcement, policy, and intelligence teams to ensure joined‑up regulatory responses.
- Promote the values of integrity, transparency, and good governance in all regulatory activities and uphold the public interest in football.
- Strong analytical skills with the ability to assess complex information from multiple sources (financial and non-financial).
- Track record of evidence‑based decision making, using judgement to draw clearly reasoned conclusions.
- Excellent written and verbal communication skills.
- Strong stakeholder management skills, with an ability to build and maintain effective relationships at all levels, influencing and challenging where necessary.
- Ability to manage and prioritise own workload to meet deadlines.
- Experience working in a regulatory, compliance, legal, or governance‑related setting, or in a professional environment with high standards of accountability.
- Knowledge or experience of professional football governance structures, financial fair play, or club licensing systems.
- Familiarity with risk assessment, regulatory case management, or stakeholder engagement in a public interest or sports governance setting.
