Senior Funding Specialist at Hoyle, Tanner & Associates, Inc.

Hoyle Tanner's Municipal Engineering Services Division seeks a senior funding specialist to drive funding for public facility and infrastructure projects in Manchester, NH. Our midsize, diverse community provides a flexible schedule and hybrid work options. We offer an attractive benefits package.

Manchester, NH – 30,000 sq ft headquarters on the 5th floor of the historic Amory Mill.

• Identify, secure, and manage funding opportunities that support the firm’s public facility and public infrastructure projects from water quality to ground transportation, aviation services, and more.
• Leverage funder relationships to build implementation funding stacks with support from technical teams.
• Develop and market funding strategies to communities and non‑profits to deliver high‑impact projects.
• Identify and evaluate federal, state, and local funding opportunities for facility and infrastructure projects, including grants, low‑interest loans, tax credits, and public‑private partnerships.
• Maintain a comprehensive understanding of current funding programs relevant to infrastructure projects (e.g., CWSRF, DWSRF, USDARD, EDA, NBRC, FEMA, DOT).
• Serve as liaison between clients, technical teams, regulatory agencies, and funding entities.
• Track awarded funding, manage fund disbursement, meet reporting deadlines, and ensure ongoing compliance with grant and other funding program conditions.
• Provide updates to the Division Manager on funding trends, success metrics, and market disruptions.

• Bachelor’s or Master’s degree in Public Administration, Finance, Business, or a related field.
• 15+ years of relevant experience in funding coordination or grant writing with established relationships with key funding agencies.
• Salary is contingent on experience.
