Non-Recurring Manager
Overview
Responsible for leading the team in planning, preparation, training, development, production and submittal of the non-recurring work proposal. Provides management coordination with staff departments, appropriate operations (project) management. Responsible for RFP compliance throughout the proposal process. Supervises activities of, and coordinates with subject matter experts and others assigned to the proposal team.
ResponsibilitiesResponsible for leading the team in planning, preparation, training, development, production and submittal of the non-recurring work proposal. Provides management coordination with staff departments, appropriate operations (project) management. Responsible for RFP compliance throughout the proposal process. Supervises activities of, and coordinates with subject matter experts and others assigned to the proposal team.
- Manages and directs all management, technical, and compliance, efforts on assigned proposals.
- Manages and directs personnel assigned to the proposal team to assure that all management, technical, contractual and costing inputs meet both customer and V2X Management requirements.
- Maintains schedule discipline for all assigned proposals.
- Determines specific approach to assure a responsive and competitive proposal in terms of overall concept.
- Prepares proposal plan, including detailed proposal outline, storyboards/mock-ups (if applicable), compliance with RFP, management and technical volumes, proposal responsibilities, schedule, and submittal checklist.
- Reviews input from subject matter experts to ensure RFP and win themes meet compliance and provides feedback.
- Ability to manage multiple proposal efforts simultaneously.
- Performs other duties as assigned in accordance with contractual, functional, and mission requirements.
- Possess analytical and problem-solving skills with the ability to manage multiple project tasks simultaneously in a fast-paced environment.
- Comprehensive knowledge of government procurement, Federal government contracts, regulations and procedures, and government operations and maintenance services.
- Strong ability to multitask with numerous high priority demands in an intense, deadline-driven environment is a must.
- Ability to maintain strict compliance with V2X policies and procedures relating to our Business Ethics and Code of Conduct, in addition to specific procurement regulations established by the federal Government.
- Demonstrated written and verbal communication skills to include the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences.
Minimum Qualifications Education / Certifications
One-year related experience may be substituted for one year of education, if degree is required.
- Bachelor’s degree or equivalent experience from which comparable knowledge and job skills can be obtained.
- Minimum of 5 (five) years’ progressive experience in a position related to the development of federal government contracts.
- Experience managing large scale, complex, high dollar value programs/efforts for large businesses.
- Must possess a US Passport with at least 6 months of remaining validity.
- Must have or be able to obtain and maintain a valid US SECRET Security Clearance prior to deployment.
- Must possess driver’s license with at least 1 year of remaining validity and ability to drive a Standard Transmission vehicle.
- Must be fluent in written & spoken English language.
