Local Authority Resilience Agreement Liaison Officer

Overview

We are seeking a proactive and knowledgeable Local Authority Resilience Agreement Liaison Officer to support the delivery of Local Authority duties under the Civil Contingencies Act and related legislation. This is a vital role in strengthening resilience and ensuring effective emergency preparedness and response. This 2 year fixed term role will work within the KCC Compliance & Community Resilience Team but also supports Kent by working directly with the Kent & Medway Resilience Forum, as well as working alongside District & Borough Councils in order to meet obligations under the Civil Contingencies Act.

• Provide expert advice and guidance to members of the Local Authority Resilience Agreement.
• Design and deliver training courses and emergency exercises to enhance preparedness and response capabilities whilst also building capability and confidence.
• Support the development and maintenance of risk assessments, emergency plans, and resilience capabilities.
• Ensure Local Authorities have the systems and structures in place to respond effectively to emergencies and maintain critical services.
• Promote organisational resilience through strategic planning, training, and exercising.
• Contribute to multi-agency planning and response efforts, ensuring alignment across departments and partners.
• This post is considered by KCC to be a customer-facing position.
• The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
• The appropriate standards are set out in the Job Description/Person Specification.

• Proven experience working in a public sector or emergency service environment, with a strong understanding of emergency planning and response.
• Demonstrated experience working within partnership or multi-departmental environments, engaging effectively at various organisational levels.
• Awareness of the Civil Contingencies Act and emergency planning frameworks.
• Hold a relevant training qualification or have experience in delivering training and exercises in a resilience or emergency planning context to multiple audiences.
• Excellent communication and stakeholder engagement skills to engage and advise individuals at different levels both internally and externally.
• Ability to assess risks and develop practical, effective plans and capabilities.
• A collaborative and adaptable approach to working across multiple agency groups and local authorities.
