Project details:
This position reports to the DNR IT PMO Supervisor. This position will also work closely with DNR permitting program staff and supervisors, DNR IT technical and enterprise service teams, Strategic Partnerships and Business Relationship Management staff. The roles will utilize DNR IT standards, processes, software, and tools to deliver consistent and high-quality discovery outputs.

The Department of Natural Resources Information Technology (DNR IT) executive program is seeking two qualified applicants for Business Analyst positions to support the ePermitting Discovery Project. This project is a significant, agency-wide discovery and planning effort focused on assessing DNR's current permitting environment, which includes multiple permitting applications across programs, and defining requirements for a future ePermitting solution.

These positions require a full-time commitment (40 hours/week) and are ideal for senior-level business analysts with strong experience in requirements elicitation, process analysis, stakeholder engagement, and documentation in complex, regulated environments. This effort is focused on discovery and analysis and does not include system implementation or configuration.

Qualifications:
The ideal candidates will have demonstrated experience performing business analysis for complex IT initiatives involving multiple stakeholders, legacy and modern systems, and cross-program workflows. Strong analytical, facilitation, and communication skills are essential, along with experience documenting requirements to support future procurement or modernization efforts.

Required Skills and Experience:
  • Extensive experience conducting business analysis on large or complex IT initiatives.
  • Proven ability to lead requirements elicitation through interviews, workshops, and document analysis.
  • Strong experience documenting current-state business processes and workflows.
  • Experience assessing multiple applications or systems that support similar business functions.
  • Ability to identify commonalities, variations, and opportunities for standardization across programs.
  • Strong written documentation skills, including business, functional, and non-functional requirements.
  • Experience working with diverse stakeholders, including program staff, IT teams, and leadership.
  • Ability to facilitate discussions, manage differing perspectives, and drive consensus.
  • Strong analytical and critical-thinking skills to evaluate options, risks, and constraints.
  • Experience working within established PMO standards, templates, and governance processes.
  • Excellent communication skills for engaging both technical and non-technical audiences.

    Preferred Skills and Experience:
  • Experience with permitting, licensing, regulatory, or case management systems.
  • Experience working in government or public-sector IT environments.
  • Familiarity with ePermitting platforms or workflow-based SaaS solutions.
  • Knowledge of enterprise integrations such as identity management, payments, GIS, or document management systems.
  • Experience using tools such as Jira, Confluence, SharePoint, or similar collaboration platforms.

    Primary Tasks:
  • Conduct discovery and analysis of current state permitting processes across multiple DNR programs.
  • Identify and document existing permitting applications, tools, and workflows.
  • Facilitate stakeholder interviews and workshops to elicit requirements and identify pain points.
  • Document business, functional, and non-functional requirements for a future ePermitting solution.
  • Develop current-state and future-state process flows and conceptual models.
  • Identify opportunities for standardization and consolidation across permitting programs.
  • Document statutory, regulatory, and operational constraints affecting permitting processes.
  • Collaborate with IT staff to identify integration, data, reporting, and security considerations.
  • Maintain discovery documentation, findings, and recommendations in accordance with PMO standards.
  • Support development of executive summaries, findings report, and leadership report-outs.
Participate in validation sessions to confirm accuracy and completeness of documented findings.
